Senior Data Analyst
The Senior Data Analyst provides technical leadership in the collection, management, analysis, visualization, and use of program and health information for MSH projects in Cameroon. The position ensures that data from projects’ activities, government information systems, health facilities, and implementing partners are accurate, complete, timely, and available for reporting and decision-making.
Working closely with project leadership, technical teams, government counterparts, and partners, the Senior Data Analyst develops and maintains databases, dashboards, analytical tools, and data management procedures; conducts analyses; identifies data quality issues; and translates findings into practical recommendations to improve programs implementation and health system performance.
The position also supports the strengthening of health information systems and builds the capacity of project staff, government counterparts, and partners in data management, analysis, visualization, and use.
MAIN DUTIES AND RESPONSIBILITIES
Data Management and Quality Assurance (30%)
- Develop, maintain, and improve project databases, datasets, data collection tools, and information management systems.
- Consolidate information from project teams, health facilities, government systems, implementing partners, and other relevant sources.
- Review data for accuracy, completeness, consistency, and timeliness; investigate discrepancies and coordinate corrective actions.
- Develop and implement data management procedures, validation checks, quality assurance protocols, and reporting guidance.
- Maintain organized, secure, and accessible datasets and documentation in accordance with MSH, donor, and applicable data protection requirements.
- Recommend practical improvements to data collection processes, database functionality, and information flows.
Data Analysis, Visualization, and Reporting (30%)
- Analyze programs, health services, supply chains, and other relevant datasets to identify trends, gaps, risks, and implementation challenges.
- Develop and maintain dashboards, charts, maps, and other visualizations tailored to management and technical audiences.
- Prepare analytical summaries, presentations, and reports for project leadership, government counterparts, donors, and partners.
- Provide accurate and timely data inputs for routine reports, workplans, technical deliverables, and management requests.
- Interpret findings and propose practical recommendations to support program planning, implementation, and resource allocation.
- Conduct additional or specialized analyses in response to emerging project priorities and requests.
Health Information Systems and Data Use (20%)
- Support the strengthening and effective use of national and project information systems, including DHIS2 or other relevant platforms.
- Collaborate with government counterparts and implementing partners to improve data availability, reporting processes, and information sharing.
- Identify system and reporting challenges and recommend practical solutions to improve data quality, accessibility, and use.
- Support development or refinement of reporting templates, dashboards, data collection tools, and analytical products.
- Present and explain analytical findings during planning meetings, technical discussions, and program review sessions.
- Work with project leadership and technical teams to ensure that data and analytical findings inform decisions and follow-up actions.
Capacity Building and Technical Support (20%)
- Provide training, mentoring, and technical assistance to project staff, government counterparts, and implementing partners on data collection, management, analysis, visualization, and use.
- Develop practical guidance, job aids, training materials, and standard operating procedures to strengthen data management practices.
- Support data review meetings and provide constructive feedback on data quality, reporting, and information management.
- Assist regional and facility-level teams in resolving data management and reporting challenges, as needed.
- Document lessons learned and identify opportunities to strengthen local data analysis and information management capacity.
- Perform other duties consistent with the position as assigned by the supervisor.
QUALIFICATIONS
REQUIRED MINIMUM EDUCATION
Required: Bachelor’s degree in statistics, data science, public health, epidemiology, health informatics, computer science, economics, or a related field.
Preferred: Master’s degree in a relevant field.
REQUIRED MINIMUM EXPERIENCE
At least six years of relevant experience in data analysis, data management, health information systems, or related functions, preferably supporting donor-funded public health or international development programs.
KNOWLEDGE AND SKILLS
- Strong knowledge of Supply Chain; data management, statistical analysis, data quality assurance, and health information systems.
- Proficiency in Microsoft Excel; visualization tools such as Power BI, Tableau, analytic tools like R, Python, Stata, or SPSS ; designing forms with kobo toolbox and database management system with SQL.
- Experience with DHIS2, QAT, health management information systems, logistics management information systems, or similar platforms is preferred.
- Ability to develop databases, dashboards, data visualizations, analytical summaries, and technical reports.
- Ability to identify data quality issues and recommend practical improvements to reporting processes and information systems.
- Experience training and supporting staff, government counterparts, and implementing partners.
- Strong understanding of data confidentiality, information security, and responsible data management practices.
- Excellent written and verbal communication skills in both English and French.

Regional Supply Chain Advisor – 10 positions (multiple locations)
The Regional Supply Chain Advisor (“the Advisor”) leads and coordinates Management Sciences for Health (MSH) technical assistance to strengthen health commodity supply chain systems in the following regions in Cameroon: Adamawa, Central, East, Far North, North, Littoral, Northwest, South, Southwest, and West, with an initial focus on HIV/AIDS and malaria commodities. Reporting to the Technical Director, the Advisor works with regional and district authorities, health facilities, regional warehouses, and implementing partners to improve commodity availability, inventory management, data visibility and use, warehousing, distribution, and last-mile delivery.
The Advisor provides technical leadership for regional supply chain assessments and improvement initiatives; supports forecasting, quantification, order validation, stock-status monitoring, data-quality assessment, and supportive supervision; and coordinates practical corrective actions with government counterparts. The position also strengthens regional coordination mechanisms, builds counterpart capacity, and contributes to project performance monitoring, reporting, learning, and documentation of results.
One (01) Advisor will be hired in each of the follow regions: Adamawa, Central, East, Far North, North, Littoral, Northwest, South, Southwest, and West). Candidates with familiarity with the region for which they are applying, and its public health supply chain context, preferred.

MAIN DUTIES AND RESPONSIBILITIES
Regional Supply Chain Technical Leadership and Coordination (90%)
- Lead and coordinate MSH technical assistance to strengthen health commodity supply chain systems in the selected Region (duty station/work location), in close collaboration with regional and district public health authorities, regional funds for health promotion, health facilities, and implementing partners.
- Support regional authorities to collect and review health facility orders and organize routine order-validation meetings, ensuring that decisions are documented and followed through.
- Support preparation, validation, and use of inventory, stock-status, consumption, distribution, and stock-reconciliation reports for HIV/AIDS, malaria, and other priority health commodities supported by the project.
- Work with relevant technical working groups and project technical staff to monitor regional forecasting and quantification assumptions and identify emerging supply risks.
- Support the revitalization and effective functioning of regional supply chain coordination mechanisms, including planning meetings, action tracking, and engagement of relevant stakeholders.
- Plan and coordinate regional supply chain assessments and data-quality assessments; analyze findings and work with counterparts to develop and monitor practical improvement actions.
- Provide technical assistance to optimize warehouse capacity and strengthen inventory management systems, good storage practices, stock control, expiry management, and accountability for commodities.
- Support the design and implementation of commodity distribution and last-mile delivery strategies, including appropriate safety-stock levels, delivery-route optimization, stock redistribution, and collaborative distribution arrangements.
- Strengthen the quality, completeness, timeliness, visibility, and use of logistics data, and promote routine use of approved logistics management information systems and reporting tools for decision-making.
- Coordinate supportive supervision, mentorship, and on-the-job coaching for regional, district, warehouse, and health facility staff to improve consistent implementation of supply chain standards and procedures.
- Plan and facilitate training workshops and other capacity-strengthening activities in collaboration with project technical advisors and government counterparts; follow up on application of learning in the workplace.
- Support appropriate public-private collaboration and other locally relevant approaches that improve commodity availability and supply chain performance at regional level.
- Participate in project performance reviews; support collection and validation of data for project indicators; and monitor progress against regional workplans, targets, and agreed corrective actions.
- Prepare clear technical reports and contribute to project reports, technical documents, presentations, learning products, abstracts, and documentation of results, good practices, and lessons learned.
- Coordinate closely with the Technical Director, central-level supply chain advisors, regional project staff, and operations teams to ensure that regional activities are aligned with approved project plans, budgets, donor requirements, and MSH standards.
Additional Responsibilities (10%)
- Prepare routine activity updates, field visit and supervision reports, meeting documentation, and other reports requested by the Technical Director.
- Represent MSH in relevant regional technical and coordination meetings when authorized and follow up on agreed actions with responsible stakeholders.
- Provide technical guidance and support to regional supply chain staff and consultants, as assigned, and promote consistent quality standards across regional activities.
- Comply with MSH policies, donor requirements, safeguarding standards, ethical standards, and mandatory training requirements.
- Perform other duties consistent with the position as assigned by the Technical Director.
QUALIFICATIONS
REQUIRED MINIMUM EDUCATION
Required: Bachelor’s degree in pharmacy, medicine, public health, supply chain management, logistics, pharmaceutical systems, or a related field.
Preferred: Master’s degree or advanced professional training in health supply chain management, pharmaceutical management, logistics, or health systems strengthening.
REQUIRED MINIMUM EXPERIENCE
- Bachelor’s degree with four to six years of relevant professional experience; master’s degree with two to four years of relevant experience; or doctoral degree with one to two years of relevant experience in health commodity supply chain management, pharmaceutical management, logistics, or implementation of public health programs.
- Demonstrated experience providing technical assistance and working with regional, district, or facility-level supply chain stakeholders. Experience with HIV/AIDS and malaria commodity programs, last-mile distribution, supportive supervision, and data-quality assessment is preferred.
KNOWLEDGE AND SKILLS
- Strong knowledge of Cameroon’s public health system and health commodity supply chain functions at regional, district, and health facility levels.
- Technical knowledge of forecasting, quantification, supply planning, order management, warehousing, inventory control, good storage practices, distribution, and last-mile delivery.
- Ability to analyze logistics and commodity data, assess stock status and supply risks, and translate findings into practical corrective actions.
- Experience with logistics management information systems, electronic reporting tools, data-quality assessments, and Microsoft Office, particularly Excel.
- Strong skills in technical leadership, stakeholder coordination, facilitation, coaching, supportive supervision, report writing, and problem-solving.
- Ability to work effectively with government counterparts, regional coordination bodies, donors, and implementing partners.
- Professional fluency in French or English is required, with working ability in the other language preferred. Familiarity with the selected Region (duty station/work location) and relevant local languages is an advantage.
