Project Background
The Strengthening Infections Disease Detection Systems (STRIDES) Activity, a global project led by FHI 360, is a critical addition to the U.S. government’s (USG) Global Health Security (GHS) response with its focus on improving disease detection, surveillance, data collection, analysis, and reporting systems worldwide. Too many inadequate surveillance and diagnostic systems in countries hinder their ability to rapidly and effectively prevent, detect, report, and respond to the ever-increasing threat from epidemics, pandemics, and novel infectious diseases that pose a risk to U.S. national security. Through STRIDES, by strengthening surveillance, detection, and reporting systems and driving them to meet international quality and safety standards, the United States will help achieve the goal of halting outbreaks before they spread by supporting human and animal health systems to provide quality, sustainable services.
Position Summary
The Laboratory and Diagnostics Officer provides hands-on technical implementation support for STRIDES Activity’s laboratory/diagnostic strategy to support implementation. S/He will provide technical assistance to STRIDES in-country staff, including supporting technical requirements in workplan design and quality assurance. The STRIDES Laboratory and Diagnostic Officer implements and monitors technical initiatives including the development of reports and technical materials. Working closely with the Laboratory and Diagnostic Advisor and in-country and Headquarter (HQ) STRIDES teams, S/He will support implementation by evaluating programmatic effectiveness, overseeing technical aspects, and providing technical assessment reports regarding STRIDES objective 1 (National Laboratory Systems).
Key Responsibilities:
Technical Requirements:
- Provides day-to-day technical implementation support to project staff for the laboratory and diagnostic services component of the project including molecular diagnostics, genomic sequencing, AMR, quality management systems.
- Monitors and maintains project protocols, instruments, data sets, manuals, training materials, and reports related to the technical area of expertise.
- Works in close collaboration with assigned team to provide technical assistance required to fulfill project objectives and targets, primarily related to strengthening laboratory systems and diagnostic services.
- Contributes to the development and writing of technical briefs, reports, or other necessary materials to facilitate assessments, best practices, policies, and procedures.
- Supports implementation of laboratory network strengthening activities, including specimen referral, quality assurance, laboratory information management system, training across relevant GHS technical areas, including antimicrobial resistance, zoonotic diseases, biosafety/biosecurity, diagnostic networks, and surveillance.
- Supports scale-up and optimization of molecular diagnostics and genomic sequencing tools, including PCR and sequencing platforms, ensuring laboratories adhere to approved workflows, SOPs, and quality requirements.
- Supports diagnostic network and laboratory capacity assessments including the reporting of findings and recommendations and implements follow-up actions.
- Contributes to research initiatives to improve laboratory practices and diagnostic outcomes.
Project Implementation:
- Promotes adopting and integrating new diagnostic technologies, tools, and methodologies based on the country’s needs and priorities for project implementation.
- Supports development and implementation of laboratory- and diagnostic-related components of project work plans, including activity sequencing, site-level inputs, and tracking of deliverables
- Conducts analysis of project implementation to identify areas for improvement and proposes appropriate technical strategies to manage risks, overcome barriers, and advance project objectives.
- Monitors project activities, results, and deliverables and identify issues to raise to management.
- Supports integration of laboratory diagnostic data into national platforms
Client Support:
- Assists with the preparation and drafting of work plans, presentations, and reports for the donor and other key stakeholders.
- Participate in meetings and forums as required.
Project/Program Reporting:
- Supports the preparation of reports and papers summarizing project results and analyzing data sets, including technical assessment findings.

Requirements:
- Bachelor’s Degree in microbiology or its international equivalent in biological sciences within a clinical or diagnostic discipline or specialty.
- Typically requires 4+ years of relevant experience working with infectious disease diagnostics and/or in laboratory systems strengthening.
- Demonstrated experience with training, and supervision of laboratory staff on molecular diagnostics, sequencing, QA/QC, and biosafety/biosecurity
- Prior work experience in a non-governmental organization (NGO), government agency, or private company.
- Prior work experience with USG-funded projects and familiarity with USG regulations and reporting requirements is preferred.
- Broad knowledge of laboratory practices, diagnostic techniques, quality assurance systems, and laboratory information management systems in human, veterinary, and/or environmental health sectors.
- Knowledge and understanding of infectious diseases, their transmission, and the application of methods and procedures to safely control infectious materials.
- Demonstrated ability to design, implement, and support laboratory strengthening initiatives.
- Proven experience working with government agencies is highly desirable to support strategy development, implementation plans, and decision-making.

Rapid Response Advisor
Position Summary
The Rapid Response Advisor oversees implementation of STRIDES emergency preparedness and response activities, directing other professional staff members and rapid response teams as needs are identified. S/he engages with STRIDES technical staff to ensure that the project’s emergency preparedness and response activities are aligned with approved workplans and that technical expertise informs project implementation. The Rapid Response Advisor prepares deliverable reports to the donor highlighting achievements across STRIDES Objective 4/emergency preparedness and response activities, including the drafting of publications and external communications. S/he leads the development / revision of best practice documents, monitors budgets, and may be required to coordinate and work with a diverse group of in-country organizations, including USG and host country government counterparts to complete work.
Accountabilities:
Technical Requirements:
- Oversees day-to-day implementation of emergency activities with complex scope that require evaluation of variable and rapidly evolving situations in the local region.
- Demonstrates strong judgment in developing methods, techniques, and evaluation criteria to respond to emerging infectious disease threats and confirmed outbreaks with little supervision.
- Networks with key internal and external STRIDES personnel; liaises with STRIDES Monitoring, Evaluation and Learning team to measure the Activity’s emerging response interventions against project-wide and emergency response-specific indicators.

Project Design Implementation:
- Leads the creation of the emergency/outbreak response of STRIDES workplans within given resource and financial constraints.
- Coordinates with STRIDES technical and programmatic staff to ensure that emergency/outbreak response activities are performed as per award requirements and consistent with FHI 360 policy, and that they contribute to meeting the 7-1-7 target.
- Defines and develops solutions for major challenges identified under STRIDES.

Program Officer
Position Summary
The STRengthening Infectious Disease DEtection Systems (STRIDES) Cameroon Program Officer will support project implementation by providing administrative assistance and program management functions to ensure that the various aspects of the STRIDES Activity in Cameroon stay on schedule and within budget. The Program Officer collects, compiles, and analyzes information relevant to project activities; S/he provides administrative and project support, contributes to project-related communication and procurement, and may monitor project budgets. S/He implements strategic communication plans (developed with/by HQ) to promote STRIDES goals, manage visibility, and disseminate STRIDES impact to stakeholders, DOS, and the public in compliance with the Branding and Marking policies. Reporting to the STRIDES Cameroon Project Director, the Program Officer supports compliance-related documentation and tracking of deliverables, coordinates with the technical team, prepares presentations, and supports other related project objectives and deliverables.
Accountabilities:
1. Programmatic Management Support
- Assist the STRIDES project management team in ensuring project needs and requirements are met.
- Assists the STRIDES project management in the monitoring of the activities tracker to ensure project deadlines are being achieved.
- Assists the STRIDES project management in updating budget versus actuals (BvA) monitoring tools.
- Maintain and organize all program documentation, including TORs, service notes, activity reports, procurement tracking sheets as required in the SOW.

2. Operational Support Support

3. Communication & Project Coordination

Epidemiology and Surveillance Officer
Position Summary
The Epidemiology and Surveillance Officer will provide technical support for the implementation of STRIDES Activity in Cameroon. S/He will collaborate with the Ministry of Public Health (at national and subnational levels) during the implementation of infectious disease surveillance strategies. S/He will contribute to planning and implementing activities to improve the quality and performance of epidemiology and surveillance interventions. S/He will make technical inputs to the annual work planning regarding STRIDES objective 2 (Surveillance Systems) and participate in technical meetings with relevant stakeholders at the country level.
Accountabilities:
Technical Requirements:
- Supports the implementation of technical activities to establish or strengthen event-based surveillance (EBS) and indicator-based surveillance (IBS), and community-based surveillance (CBS) for priority pathogens and antimicrobial resistance.
- Provides technical assistance to develop and implement plans to expand passive surveillance systems into active surveillance for priority diseases and to serve as an enhanced early warning surveillance system.
- Provides technical expertise in preparing training materials, standard operating procedures, and job aids and collaborates with MOH to strengthen the skills of field disease surveillance personnel.
- Works closely with national counterparts and teams to provide the technical assistance required to fulfill national objectives and targets, especially those related to epidemiologic surveillance strategies, policies, plans, and procedures for priority emerging infectious diseases, and zoonotic diseases.

Position Summary
Health Information Systems Officer will provide technical support to the implementation of STRIDES in Cameroon. S/He will support the STRIDES Cameroon Project in strengthening health data management, analysis, reporting, and digital health information systems. The position will contribute to improving data quality, data use, and evidence-based decision-making through effective management of health information systems, analytics, and monitoring and evaluation support.
Accountabilities:
Data Management and Analysis
- Collect, clean, validate, and analyze data from multiple sources, including electronic data systems, surveys, assessments and routine program reports.
- Support the development of dashboards, data visualization tools, and automated reporting systems.
- Produce regular analytical reports and provide actionable insights to support program performance.
- Support data triangulation and interpretation for decision-making.
Health Information Systems Strengthening
- Support the implementation, optimization, and maintenance of health information systems and digital health platforms.
- Provide technical assistance for DHIS2, COHIS, CAHIS and other health information systems.

Senior Animal Health Officer
Project Background
The Strengthening Infections Disease Detection Systems (STRIDES) Activity, a global project led by FHI 360, is a critical addition to the U.S. government’s (USG) Global Health Security (GHS) response with its focus on improving disease detection, surveillance, data collection, analysis, and reporting systems worldwide. Too many inadequate surveillance and diagnostic systems in countries hinder their ability to rapidly and effectively prevent, detect, report, and respond to the ever-increasing threat from epidemics, pandemics, and novel infectious diseases that pose a risk to U.S. national security. Through STRIDES, by strengthening surveillance, detection, and reporting systems and driving them to meet international quality and safety standards, the United States will help achieve the goal of halting outbreaks before they spread by supporting human and animal health systems to provide quality, sustainable services.
POSITION SUMMARY
The Senior Animal Health Officer will provide technical leadership and support for the implementation of STRIDES activities in Cameroon, with a focus on strengthening animal health and zoonotic disease surveillance through a One Health approach. S/he will collaborate with relevant ministries and government institutions at national and subnational levels, including the Ministry of Livestock, Fisheries and Animal Industries (MINEPIA), the Ministry of Forestry and Wildlife (MINFOF), and Cameroon’s National Program for the Prevention and Control of Emerging and Re-emerging Zoonoses (PNLPZER). S/he will support the implementation and monitoring of activities under STRIDES Objective 2 (Surveillance Systems) to improve the quality, performance, and coordination of epidemiological surveillance and will represent STRIDES in relevant technical meetings, working groups, and coordination forums.
Accountabilities:
Technical Requirements:
- Supports the implementation of technical activities to establish or strengthen event-based surveillance (EBS) and indicator-based surveillance (IBS), and community-based surveillance (CBS) for priority pathogens and antimicrobial resistance.
- Provides technical assistance to develop and implement plans to expand passive surveillance systems into active surveillance for priority diseases and to serve as an enhanced early warning surveillance system.
- Provides technical expertise in preparing training materials, standard operating procedures, and job aids and supports relevant ministries and government entities to strengthen the skills of field disease surveillance personnel.

Under the supervision of the Finance and Administration Director of FHI 360 Cameroon and in close collaboration with the STRIDES Cameroon Project Director, the Finance Manager will provide leadership, managerial direction, and practical support to the project for financial, administrative, and contract management. They will ensure the supervision and high performance of the STRIDES project’s finance, contracts, and administration team. They will support capacity development within the team while working closely with the FHI 360 Cameroon platform team responsible for financial management, the STRIDES project team in Cameroon, and the STRIDES headquarters team.
Responsibilities of the position
- Ensure that all administrative systems and processes (including procurement management, travel administration, inventory and asset management) are highly reliable, well-suited, and compliant with donor and organization policies and procedures.
- Lead the development of high-quality budgets for work plans and financial reports, as well as any other reports required by the project management team and the U.S. State Department.
- Ensure that all project expenditures comply with FHI 360 policies and procedures as well as donor rules and regulations relating to finance, administration, operations and personnel, and are supported by complete and accurate documentation.
- Review and monitor the program budget(s), monitor expenditures and support the preparation of financial reports for headquarters and donors, as needed.
