National Call for Applications to open and establish local partnerships for the installation, maintenance and commercial prospection of subscribers to electronic communications services (FTTx) offered by its nationwide, fixed network open to the public.

CALL FOR APPLICATIONS TO OPEN LOCAL PARTNERSHIPS FOR THE INSTALLATION, MAINTENANCE, AND PROSPECTION OF SUBSCRIBERS FOR ELECTRONIC COMMUNICATIONS SERVICES OFFERED BY ITS NATIONWIDE FIXED NETWORK OPEN TO THE PUBLIC

I. PURPOSE
As part of efforts to boost its activities, the General Manager of CAMTEL, the incumbent telecommunications operator in Cameroon, at this moment launches a National Call for Applications to open and establish local partnerships for the installation, maintenance and commercial prospection of subscribers to electronic communications services (FTTx) offered by its nationwide, fixed network open to the public.

II. OBJECTIVES
The main objectives of the local partnership initiative include:
– the commercial prospection of new subscribers (government institutions, companies, individuals, etc.) to electronic communications services (FTTx), for CAMTEL’s customer base;
– installing, connecting, and maintaining FTTx subscriber lines in CAMTEL’s fixed network.

III. ELIGIBILITY

This National Call for Applications is intended for all local companies with proven skills in the areas of activity concerned, and with the administrative, technical and financial capacities to deliver the required services.
Interested bidders can apply for:
1. the commercial prospection of new subscribers (government institutions, companies, individuals, etc.) to electronic communications services (FTTx), for CAMTEL’s customer base ;
2. Install, connect, and maintain FTTx subscriber lines in CAMTEL’s fixed network.
It is, therefore, strongly recommended to bid for the two sets of activities mentioned above.

IV. REQUIRED DOCUMENTS
Interested bidders in this National Call for Applications should provide their application files in 6 (six) copies, including one original and five copies,
contained in a single envelope.
The application file shall include:
a) An administrative file composed of:
– For all bidders, the up-to-date tax file (photocopy of the business registration No., stamped debt clearance certificate, certificate of non-bankruptcy,
stamped certificate of tax registration, stamped location plan, etc.);
– For bidders in the installation, connection and maintenance activities of
FTTx lines in CAMTEL’s fixed network, a valid copy of the Installer approval for electronic communications equipment and infrastructure, issued
by the Telecommunications Regulatory Board, by Order
N000000005/MINPOSTEL of 24 April 2017 to lay down the procedures for obtaining approval in the field of electronic communications.
b) A technical file which includes:
i. A stamped bid request addressed to CAMTEL’s General Manager, and specifying the activities requested by the bidder;
ii. The list of the bidder’s staff
The minimum number of staff needed to carry out the activities envisaged is as follows:
– An expert (Engineer) in telecommunications/ICT;
– Technical Support Staff;
– Administrative Support Staff;
For each employee presented in a bid, the following documents must be provided:
* a signed and dated curriculum vitae;
* a true copy of the required diploma, certified by a competent authority;
* certified copy of the birth certificate;
* a medical examination certificate;
* a certificate of non-conviction not more than 3 months old.
iii. References in the delivery of similar services:
– Copy of contracts and job orders;
Certificate of service rendered or of good performance or report of service acceptance.
c) A financial file including:
– A certificate of financial capacity greater than or equal to CFA francs 100,000,000 (one hundred million ), issued by a first-class banking institution of international repute.

IV. ALLOTMENT
The fixed electronic communications networks concerned under this National Call for Applications are divided into BID LOTS, as indicated below, for which each bidder should express their choice.
Applicants who meet the required assessment criteria will only be selected for 1 (one ) bid lot per application.
