The responsibility will also include ensuring the appropriate implementation of instructions and policies governing the management of resources related to Supply Chain in the Country Office and Sub Offices, as well as providing recommendations aiming at increasing the effectiveness and efficiency of Supply Chain Management within the listed Offices.

Responsibilities
- Support the Senior Supply Officer in implementing and strengthening asset and inventory management processes.
- Maintain an up-to-date and accurate asset register for all the mission’s assets (e.g., ICT, Medical, etc.), ensuring timely processing of updates in the ERP system to reflect physical data, movements, and changes.
- Conduct quarterly, biannual, and annual physical inventory, reconcile discrepancies, and update records accordingly.
- Manage the full asset lifecycle: receipt, tagging, assignment, return, transfer, and disposal – in line with the procurement rules and regulations. Liaise with Central Accounting Support (CAS) and other offices on asset disposal, transfers, retirements, and claims.
- Prepare and submit timely asset and inventory reports to Headquarters (HQ), Manila Administrative Center (MAC), and other stakeholders.
- Convene and support the Asset Disposal Committee (ADC), review proper documentation and compliance with the set procedures.
- Support the coordination of asset maintenance and repairs with Service Providers and manage warranty or insurance coverage and claims as needed.
- Assist in procuring services related to security and facility management, including drafting tender documents (RFQ, RFP, ITB), obtaining quotations, conducting evaluations, and ensuring best value for money.
- Draft, issue, and monitor service contracts, and follow up to ensure timely and quality delivery.
- Provide logistical and administrative support in line with project schedules.
- Act as Bid Receipt Focal Point for receiving and handling tenders, when needed.
- Prepare procurement monitoring reports, documentation, and requests for payment to Accounts Payable.
- Perform other duties as may be assigned.
Qualifications
EDUCATION
- University degree in Business Administration, Accounting, Logistics, Supply Chain Management or a related field from an accredited academic institution with two years of relevant professional experience; or
- High school diploma with four years of relevant professional experience
- Certification in Procurement, Logistics or Supply Chain Management is an advantage
EXPERIENCE
- Experience in procurement and logistics and working with vendors and service providers;
- Experience with asset management process;
- Experience working with IOM/UN Procurement and Logistics Rules and Procedures is an advantage;
- Experience in warehouse management will be an added advantage;
- Experience working in an international organisation an advantage.
SKILLS
- High level of computer literacy;

Responsibilities
- Assist in coordinating day-to-day dispatch activities as per need for intercity and within city missions.
- Support efficient coordination with dispatch team for smooth operations, including.
- Mission planning and assigning drivers/cars.
- Coordinate with OSS to acquire road status for intercity missions.
- Planning and deploying weekends, holidays, and night drivers.
- Maintain record of extra hours served by drivers.
- Ensure that vehicles are registered and licensed, and that these documents are always up to date.
- Monitor procurement-related documents and archive vehicle documentation (insurance policies, vehicle registration certificates, accident reports, repair orders, repair invoices, logbooks, reports, etc.). Keep vehicle records up to date.
- Keep record of driving licenses and necessary permissions for dispatch and international staff with authority to drive.
- Randomly check logbooks and track mileage viz a viz fuel consumption. Notify fleet manager in case of any observation.
- Generate leave plan for complete year of dispatch team.
- Verify the fleet is in working condition and generate vehicle maintenance requisitions as per need with approval of fleet manager.
- Closely coordinate and act as backup for Airport team focal person.
- Generate incident reports immediately for vehicles involved in traffic accidents and any other damage to IOM vehicle.
- Coordinate with insurance focal person and OSS in case of accidents. Make sure that vehicles are repaired through insurance as soon as possible.
- Generate daily reports of vehicles, reflecting vehicles status in Juba, on mission, under maintenance or any other task.
- Provide inputs for the evaluation of drivers.
- Perform other duties as may be assigned.

Organizational Context and Scope
Under the overall supervision of the Chief of Mission (CoM) or the Head of Office (HoO) and direct supervision of the Resources Management Officer (RMO) or the Senior Resources Management Officer; and, in close collaboration with the Regional Office for Central and West Africa in Dakar, and in close coordination with the Department of Financial and Administrative Management (DFM) at Headquarters (HQ), the Global Shared Services Centre (GSSC) and Panama City, the Finance Officer will be responsible and accountable for supporting and coordinating the budgetary and financial functions of the Cameroon Country Office (CO) and its Sub-Offices.
Responsibilities
- Provide support to the RMO/SRMO in monitoring and overseeing the financial management for all activities in the CO including the oversight of financial expenditure and accountability.
- Undertake preliminary financial analysis of programmes/projects implemented in the CO, monitor budget control processes, and follow up on the implementation of effective internal controls and the design and functioning of the financial resources management system.
- Provide technical support to the Programme/Project Managers throughout the programme/project cycle to enable compliance with IOM’s policies and procedures and any donor specific requirements.
- Ensure that accounting data are properly entered into the ERP system, in accordance with IOM’s financial rules, regulations and practices, ensure the maintaining of accurate financial records including electronic and hard copies of all financial supporting documentation.
- Assist the RMO/SRMO in reviewing monthly accounting closure records and returns for accuracy, ensure that these are submitted on a timely manner and completed according to IOM’s Accounting Policies and Procedures.
- Assist in preparation of annual budget for the CO and the budgets for all new programmes/projects.
- Inspect the Payroll versus programme/project budgets by ensuring that salaries are correctly allocated to the respective programmes/projects consistently with IOM’s projectization criteria.
- Coordinate and prepare the programme/project financial reports in accordance with IOM and donor regulations, requirements and established procedures.
