Supply Chain Advisor

The Supply Chain Advisor supports the Senior Technical Advisors in strengthening the availability and management of HIV and malaria commodities across Cameroon’s public health supply chain. Reporting to the Senior Technical Advisor, the position provides technical assistance to improve forecasting, quantification, supply planning, inventory management, distribution, and use of logistics data for HIV and malaria medicines, laboratory products, and related health commodities.

 

The Supply Chain Advisor acts as the primary deputy to the Senior Technical Advisor, providing strategic leadership in their absence and ensuring continuity of technical operations. He/she is expected to take full ownership of key workstreams and proactively drive high-level technical discussions with national stakeholders.

 

The Supply Chain Advisor works with national and regional stakeholders, including the National AIDS Control Committee (NACC), the National Malaria Control Program (NMCP), the Directorate of Pharmacy, Medicines and Laboratories (DPML), the National Essential Medicines Procurement Center (CENAME), regional public health and pharmaceutical authorities, laboratories, health facilities, and implementing partners. S/he proactively identifies systemic bottlenecks in the national supply chain and proposes/leads the implementation of strategic solutions beyond routine data review

 

The position supports coordination, data review, identification of supply risks, and implementation of practical measures to prevent stockouts and disruptions. The Advisor also contributes to guidance, training, supportive supervision, and other capacity-strengthening activities under the direction of the Senior Technical Advisor.

 

MAIN DUTIES AND RESPONSIBILITIES

 

Forecasting, Quantification, and Supply Planning  ​- 35%

  • Support national and regional forecasting, quantification, and supply planning for HIV and malaria diagnostic and therapeutic products including antiretroviral medicines, HIV test kits, laboratory commodities, and other relevant health products.
  • Compile and review consumption, stock, service delivery, pipeline, and program data to inform commodity requirements and supply plans.
  • Assist the Senior Technical Advisor and national counterparts in preparing annual quantification exercises, quarterly supply plan updates, and routine commodity reviews.
  • Identify supply gaps, overstock, impending expiry, delayed deliveries, and other risks affecting product availability.
  • Recommend practical actions to address identified supply risks and support follow-up with responsible stakeholders.
  • Use approved forecasting and quantification tools and contribute to accurate entry, review, and updating of relevant national or global systems.

Supply Chain Coordination and Implementation Support  – 30%

  • Support the Senior Technical Advisor in coordinating with NACC, NMCP, DPML, CENAME, regional authorities, laboratories, health facilities, donors, and implementing partners.
  • Contribute to technical working groups, coordination meetings, and workshops related to HIV and malaria commodity forecasting, supply planning, procurement, and distribution.
  • Follow up on agreed actions, supply chain decisions, and responsibilities arising from coordination meetings and technical discussions.
  • Support efforts to strengthen coordination between national, regional, district, and facility levels to improve commodity availability.
  • Work with relevant counterparts to address operational bottlenecks affecting stock management, distribution, reporting, or product availability.
  • Provide technical inputs to activity planning, implementation updates, and project deliverables under the direction of the Senior Technical Advisor.

Logistics Data Review and Supply Chain Reporting  – 20%

  • Review logistics and commodity data for completeness, consistency, timeliness, and accuracy in collaboration with responsible stakeholders.
  • Analyze stock levels, consumption patterns, reporting rates, supply gaps, and other information relevant to HIV and malaria commodity management.
  • Prepare summaries, dashboards, presentations, and technical inputs to support evidence-based supply chain decisions.
  • Support data validation exercises, routine data reviews, and follow-up on discrepancies or reporting gaps.
  • Contribute to project reports, technical updates, and documentation related to HIV and malaria commodity availability and supply chain performance.
  • Maintain organized records of supply plans, technical analyses, meeting decisions, and agreed follow-up actions.

 

Capacity Strengthening and Technical Assistance  ​- 15%

  • Support development and implementation of standard operating procedures, guidelines, job aids, and training materials for HIV and malaria commodity management.
  • Provide coaching, mentoring, and practical technical assistance to national, regional, district, and facility-level counterparts.
  • Participate in supportive supervision, field visits, and supply chain improvement activities in coordination with the Senior Technical Advisor.

 

  • Help strengthen counterpart capacity in quantification, supply planning, inventory management, logistics reporting, and use of data.
  • Document recurring challenges, good practices, and lessons learned and recommend practical improvements.

QUALIFICATIONS

Education

 

Required: Bachelor’s degree in pharmacy, public health, supply chain management, logistics, or a related health or management field.

Preferred: Master’s degree or relevant professional qualification in pharmacy, public health, supply chain management, or a related field.

 

Required minimum experience

  • At least six years of relevant experience in health commodity supply chain management, including experience in forecasting, quantification, supply planning, inventory management, or logistics data analysis.
  • Experience supporting HIV and/or Malaria programs.
  • Experience working with Cameroon’s health system, government counterparts, or donor-funded projects is preferred.
  • At least 2–3 years of experience in a leadership or supervisory role within a complex public health program or project.
  • Demonstrated experience in advocacy or representing a project/organization at the national level.

 

Knowledge and Skills

  • Strong knowledge of health supply chain functions, including forecasting, quantification, supply planning, procurement coordination, inventory management, and distribution.
  • Knowledge of HIV medicines, laboratory commodities, and related public health supply chain requirements.
  • Knowledge of Malaria medicines, LLINs, Malaria RDT, and related public health supply chain requirements.
  • Experience using logistics management information systems, commodity data, and analytical tools to inform supply planning and decisions.
  • Proficiency in Microsoft Excel and forecasting or quantification tools such as QAT, PipeLine, Quantimed, or comparable applications.
  • Ability to identify supply risks, analyze stock and consumption data, and recommend corrective actions.
  • Strong coordination, facilitation, communication, and capacity-building skills.
  • Professional proficiency in both French and English.

Customs Clearance Officer

OVERALL RESPONSIBILITIES

 

The Customs Clearance Officer is responsible for overseeing the coordination of shipments and customs clearance processes for commodities procured by U.S Government (USG) with a focus on HIV and malaria commodities.

 

This role ensures the efficient and timely importation of goods by managing relationships with clearing agents, consignees, the Cameroonian Department of Pharmacy, Medicines, and Laboratories (DPML), US Department of State, and other actors and partnersinvolved in moving products from delivery at the port of entry to storage to service delivery points.

 

The Officer is responsible for obtaining pre-import permits and import releases, preparing necessary documentation, and securing required approvals such as clearing agent delegation letters, duty-free exemptions, and other consignment-related documents. Additionally, the role involves maintaining and updating shipment trackers, providing real-time shipment status updates, and ensuring compliance with import regulations. Through close coordination with key stakeholders, the Officer plays a critical role in facilitating the seamless and efficient clearance of essential health commodities.

 

SPECIFIC RESPONSIBILITIES

 

Strategic Leadership Support & Coordination (30%)

  • Support the development of inbound logistics strategies and action plans, mainly on shipment tracking and customs clearance.
  • Provide technical guidance and strategic recommendations to enhance customs clearance, efficiency and regulatory compliance.
  • Collaborate with in-country freight forwarding agents and regulatory authorities to enhance efficiency and compliance.
  • Work closely with warehouse and distribution teams to ensure timely delivery, reconciling received quantities with purchase orders and invoices.
  • Strengthen coordination with key partners to streamline the clearance of health commodities.
  • Contribute to the development and execution of standard operating procedures (SOPs).
  • Assist in implementing key performance indicators (KPIs) for effective monitoring and evaluation of customs clearance performance.
  • Actively participate in logistics review meetings, cluster meetings, and relevant technical working group (TWG) meetings at different levels.
  • Advocate for the adoption of best practices in supply chain management especially with customs clearance, ensuring alignment with global standards and donor expectations.
  • Represent the organization in high-level policy discussions, technical working groups, and international forums related to customs clearance issues.

 

Customs Clearance Operations (50%)

  • Oversee customs clearance operations by monitoring incoming shipments, processing documentation, and ensuring compliance with policies and regulations.
  • Review export documentation, including Air Way Bills, Bills of Lading, and packing lists, to verify accuracy, completeness, and adherence to government regulations for timely clearance of USG-procured Malaria pharmaceuticals and commodities.
  • Obtain pre-import permits for all procured and imported commodities from DPML and other relevant government authorities.
  • Secure necessary documentation, including clearing agent delegation letters, duty-free waivers, and consignee authorizations for USG-consigned shipments.
  • Track and coordinate shipments with freight forwarders and shipping lines, updating internal tracking systems and expediting clearance for sensitive items such as cold chain, short-shelf-life, and high-priority commodities.
  • Collect, document, and maintain records of final customs declarations, proof of deliveries, and consignee receipts.
  • Report and document transit incidents, including shipment discrepancies, stock imbalances, or delays, and initiate investigations and corrective actions to mitigate supply chain disruptions.
  • Facilitate product verification to ensure compliance with national standards.

 

Risk Monitoring & Compliance (10%)

  • Generate and submit a monthly health program commodity pipeline risk assessments for USG procured pharmaceuticals.
  • Identify potential supply chain risks, pertinent to customs clearance and develop mitigation strategies.
  • Ensure compliance with established regulatory policies and procedures

 

General (10%)

  • Engage in other technical assignments and collaborative tasks as directed by the Project Director and Ministry of Public Health and DPML leadership, contributing to the optimization of supply chain management through the application of specialized expertise of the position.
  • Execute technical tasks and responsibilities as directed by the management, adhering to established protocols within project objectives.
  • Prepare and submit weekly and monthly action plans and progress reports to the Project Director.
  • Prepare and submit periodic reports to donors, government agencies, and other stakeholders, summarizing key activities, challenges, and recommendations.
  • Document and report project achievements, including success stories and activity summaries.
  • Contribute to proposal development and fundraising efforts by providing technical input on customs clearance areas of supply chain management.

 

 

QUALIFICATIONS

Education

  • Bachelor’s degree in supply chain management, Procurement, Transportation, Business Administration, Management, or a related field from a recognized institution.

 

Experience 

  • Minimum of 6 years of relevant experience with a bachelor’s degree or 4 years with a master’s degree.
  • At least 2 (two) years’ experience working on a U.S. Government or other donor-funded project, or Non-Governmental Organizations (NGOs) preferred.
  • Proven experience in shipping, freight logistics, customs, or procurement.
  • Prior experience in managing the custom clearance of pharmaceuticals or medical laboratory commodities is preferred.

 

Knowledge and Skills

  • Basic understanding of the operational and programmatic aspects of major public health programs, such as HIV/AIDS, TB, Malaria, and MNCH, including their specific commodity requirements.
  • Comprehensive knowledge of the Cameroonian pharmaceutical supply chain sector and related regulations.
  • Hands on experience in product import and custom clearance process of Cameroon as applied to donated products ais highly desired.
  • Fluency in French required; fluency in English preferred.
  • Demonstrated ability to work with other implementing partners in implementing complex programs.
  • Skilled in using ERP system, and generate, analyze and produce product procurement related data for decision-making.
  • Proficiency in Microsoft Office Suite, including Word, Excel, Project, and PowerPoint.

Project Officer

The Project Officer is embedded in the MSH Cameroon country team to strengthen day-to-day project management for an anticipated project in Cameroon. The role coordinates supports effective implementation of an anticipated projects in Cameroon by coordinating the project’s milestone plan, tracks deadlines and dependencies, and ensures that complete supporting documentation is assembled for milestone review and payment requests.

Working closely with the MSH Country Director and technical, finance, operations, monitoring, evaluation, and learning (MEL), and headquarters teams, the Project Officer follows up on agreed actions, obtains required inputs from responsible colleagues, and identifies delays, risks, or documentation gaps requiring management attention.

 

The role maintains project management tools, reporting calendars, trackers, and organized records to support timely reporting, informed decision-making, donor compliance, and audit readiness. The position coordinates and monitors work across functions and supports project activities; responsibility for technical and operational quality remains with the respective leads.

• Support the planning, coordination, and implementation of MSH Cameroon project activities in accordance with approved workplans, milestones and project objectives.
