Location:                           Yaounde, Cameroon

Position Summary 

This position will be an integral part of AWF’s global People and Culture team and will support all generalist HR functional areas across the organization but with a primary focus on Cameroon.  In liaison with the supervisor, the role will provide advisory, operational and technical HR support services in a professional, customer and effective manner. These services include but are not limited to recruitment and selection, employee relations, remuneration and benefits management, payroll policy development and compliance, change management and culture enhancement initiatives.

The role will be responsible for regular updating of AWF’s HR Information Systems to ensure that workforce data is recorded accurately in the HR systems to facilitate proper and meaningful analysis for information reporting, HR management, workforce development and planning and to produce regular management information on KPI’s. In addition, the role holder will ensure that key information is easily accessed and properly drawn on by the different groups, and that information is well filed, in both soft and hard copies where applicable.

This position requires regular travels to field offices and occasional travels to Headquarters (Nairobi).

Responsibilities:

A. Recruitment & Selection

  • Coordinate recruitments, assist with review of job descriptions, post advertisements, respond to applications, short-list candidates, schedule interviews, (as applicable) participate in the selection process, ensure that line managers prepare interview assessments and recruitment reports and conduct reference and background checks on selected candidates.
  • In consultation with the supervisor and matrix manager, provide guidance to managers on the recruitment process including, appropriate compensation packages and recruitment options and job boards.
  • Circulate vacancies and place them on appropriate job boards and ensure job advertisements on the AWF website are current.
  • Generate employment offer letters and contracts, including new contracts, amendments, and renewals and electronically file executed documents.
  • Support employee onboarding, boarding and ongoing people related processes in Cameroon.

B. Systems, Policies and Procedures

  • Participate in updating HR policies, HR templates and related documents as needed.
  • Suggest changes to the policies aligned to the relevant laws in Cameroon.
  • Make recommendations for policies and activities to improve the organizational culture including suggestions to attract and hire qualified candidates, to motivate and retain employees, to address staffing issues, and to maintain legal compliance.
  • Ensure compliance with data privacy regulations and best practices in Cameroon.
  • Support in the implementation of policies and processes such as performance management, onboarding, training, talent acquisition & retention.
  • Maintain HR information systems. Ensure that workforce data is recorded accurately on HR systems to facilitate proper meaningful analysis for information reporting, HR management, workforce development and planning and to produce regular management information on KPI’s.

C. Payroll Management

  • In collaboration with the country and HQ Finance and People and Culture teams, coordinate the outsourced payroll. This includes updating data to reflect new hires, terminations, changes in employment terms and benefits eligibility.
  • Reviewing the payroll reports to ensure that they appropriately capture changes.
  • Ensure all statutory payments are submitted and filed by or before the different set deadlines.
  • Ensure accurate and consistent filing of payroll data, reports, payslips and relevant documents.
  • Serve as the liaison with the Finance teams to ensure the accurate and timely processing of monthly payroll, guaranteeing that all employees receive their correct payments.
  • Compile payroll inputs by working closely with the finance and Administration Manager in Cameroon and other HQ finance teams every month.
  • File all country payroll information in the required format.
  • Ensure that all staff have received and or have access to their monthly payslips.

D. Benefits Administration

  • Facilitate work permit requests for international staff in Cameroon.
  • Ensure timely inclusion of staff on the benefits and communicate these changes to supervisor (s), relevant staff and departments.
  • Coordinate and provide support to staff members on relocations, temporary accommodation, travel insurance, per diems, visas, work permits, workstations, health, safety and office equipment.
  • Manage the local insurance benefits in close partnership with the various vendors and HQ People and Culture team.
  • Respond timely to employee inquiries.
  • Support the supervisor in compiling, updating and maintaining a detailed benefits schedule and fringe benefits.

Other duties

  • Support an effective performance management process and training of staff.
  • Participate in AWF’s People and Culture change initiatives across the organization.
  • Ensure maximum efficiency for the People and Culture function and systems, from hiring and payroll to employee training and development.
  • Ensure effective management and adherence on compliance in Cameroon.
  • Support institutional projects as requested
  • Serve as a trusted partner to leaders and staff.

Requirements and Skills

  • Bachelor’s degree in Human Resources, Business Administration, Labour Relations, Psychology or related. Master’s degree is an advantage.
  • 6 years of progressive experience in Human Resources and consistent with above responsibilities.
  • Ability to manage sensitive and confidential matters with the highest level of professionalism.
  • Demonstrated expertise in labor laws and human resource practices. Knowledge of other parts is an advantage. Proven experience in an international context with a strong ability to interact at all levels within the organization.
  • Demonstrated professional and personal maturity and comfort working with all levels of staff.
  • Excellent organizational skills and the ability to work collaboratively in a team environment.
  • Professional, diplomatic and thoughtful communication skills.
  • Experience in managing People Data and Metrics.
  • Fluency in written and spoken English and French.
  • Ability to work under minimal supervision.
  • Ability to work with remote teams.
  • Comfort and experience working in matrixed organizations.
  • Ability to balance staff and organizational needs objectively.
  • Ability to work in a fast-paced environment with conflicting priorities.
  • High emotional intelligence, flexibility and excellent interpersonal skills. Strong problem-solving skills, organizational skills and attention to detail.
