Duties

 

The Data Analyst will serve as a member of the Strategic Information (SI) Team, supporting the Ministry of Health (MOH) and its partners to accelerate HIV epidemic control through the systematic collection, analysis and use of quality surveillance, and program performance data. The incumbent will participate in collaborative meetings with multi-lateral and bi-lateral international partners to strengthen aggregate reporting, individual medical records, and laboratory information systems. The Data Analyst reports to the Supervisory Public Health Specialist (Strategic Information/SI) Team Lead and will provide assistance to the CDC country office and President’s Emergency Plan for AIDS Relief (PEPFAR) interagency team to improve quality of data collected and its analysis and use to inform PEPFAR programmatic direction and investment.

Key responsibilities include:

    • Providing data analysis support for clinical program areas such as HIV prevention, adult care and treatment, maternal and child health, and tuberculosis.
    • Helping strengthen the country’s ability to use data for program planning, setting targets, and making decisions.
    • Assisting implementing partners with data entry into various databases and ensuring data quality standards are met.
    • Supporting program monitoring activities, including site visits and data quality assessments.
    • Analyzing surveillance data, including population-based surveys, and generating geospatial information to help prioritize program spending and identify gaps.
    • Preparing abstracts, manuscripts, and presentations for conferences and meetings.
    • Contributing to the development of work plans and supporting program collaborators to ensure consistency with reporting policies and timelines.
    • Participating in interagency technical working group meetings and national committees as assigned.

Qualifications and Evaluations

Requirements:
All selected candidates must be able to obtain and hold a:

    • Security certificate; or
    • Public Trust – background investigation security clearance.

All selected candidates will be subject to a background investigation and may be subject to a pre-employment medical exam.
Selected candidate must be able to begin working within a reasonable period of time upon receipt of agency authorization and/or clearances/certifications or their candidacy may end.

Education Requirements:
Master of Science in Statistics, Public Health, Bio-informatics, or Health Information Management is required.

Qualifications:
Experience: A minimum five (5) years of experience working with public health data management and/or informatics in HIV-related programs is required.

Language: 

    • Fluent (speaking, reading, writing) in English.
    • Good Working Knowledge (speaking, reading, writing) in French.

Job Knowledge: Comprehensive knowledge and experience in data analytics, SI, and M&E, are required. A detailed knowledge of the range of prevention programs, policies, regulations and precedents applicable to development and administration of national/international public health prevention testing, counseling and linkage programs is required. Good working knowledge of program management in support of contracts / cooperative agreements / grants is required. Thorough public health knowledge of current HIV/AIDS issues is required. Detailed knowledge of the host government health care system and structures, including familiarity with MOH policies, program priorities and regulations is required. Up-to-date knowledge on epidemiology/statistics, project data and uses of PEPFAR tools, such as DATIM and PANORAMA, for the Project’s performance reporting is required. Excellent quantitative skills to be able to understand data quality, analysis and interpretation.

Skills And Abilities: Excellent interpersonal, oral and written communication skills to develop and maintain effective working relationships with national and international health partners are required. Ability to prioritize between competing demands and work with minimal supervision within strict deadlines. Good working knowledge of overall administrative requirements, budgeting and fiscal management in support of contracts, cooperative agreements and grants is required. Use of Microsoft Word, Excel, and databases is required. Knowledge of statistical software packages required.

SALARY: The annual gross salary includes: the Basic Rate, the Miscellaneous Benefits Allowance, and the End-of-the-Year Bonus. Seniority Allowance is paid in accordance with local labor law. A Cashier allowance is paid for eligible positions.

MEDICAL BENEFITS: The U.S. Mission in Yaoundé directly reimburse eligible employees for covered medical expenses incurred for them and/or eligible dependents, subject to the stated limits of the Local Compensation Plan.

LEAVE BENEFITS: Subject to the stated limits and rules of the Local Compensation Plan, employees are entitled to the following types of leaves: Annual Leave, Sick Leave, Maternity Leave, Special Leave.

HOLIDAYS: The U.S. Mission in Yaoundé and the Embassy Branch Office in Douala observe American and Cameroonian public holidays, about 19 holidays per year.
