THE MINISTER OF STATE, MINISTER OF JUSTICE, KEEPER OF THE SEALS,
Mindful of the Constitution;
Mindful of Decree No. 75/459 of 26 June 1975 on remuneration of civil and military personnel of the Republic of Cameroon, as amended and supplemented by Decree No. 79/64 of 3 March 1979;
Mindful of Decree No. 92/66 of 5 April 1992 to set up and organise the National School of Penitentiary Administration;
Mindful of Decree No. 94/199 of 7 October 1994: General Rules and Regulations of the Public Service, as amended and supplemented by Decree No. 2008/287 of 12 October 2000;
Mindful of Decree No. 2010/365 of 29 November 2010 on the Special Rules and Regulations of the Corps of Penitentiary Administration;
Mindful of Decree No. 2011/408 of 9 December 2011 to organise the Government;
Mindful of Decree No. 2011/410 of 9 December 2011 to form the government;
Mindful of Decree No. 2012/398 of 18 September 2012 to organise the Ministry of Justice;
Mindful of Decree No. 2000/696/PM of 13 September 2000 to lay down the general regime of public administration examinations;
Mindful of Correspondence No. B70/D16/SG/PM of 26 July 2018 relating to the management of professional files and administrative competitive examinations in the Public Service;
Mindful of Correspondence No. B70/D16/SG/PM of 18 May 2026, to approve the recruitment plan in the Public Service for the 2026 Financial Year and to authorise the recruitment of 490 Personnel of Penitentiary Administration;
Mindful of the needs of service;
HEREBY ORDERS AS FOLLOWS:
Article 1: (1) A direct competitive examination, for the recruitment of twenty (20) Administrators of Prisons, Category “A” of the Public Service, is hereby launched for the 2026 year.
(2) This competitive examination shall take place on 5, 6, 7, 8, 10, and 11 October 2026 at the unique centre of Yaounde.
Article 2: (1) Young Cameroonians of both sexes who fulfil the following conditions may apply:
  • be of good morals;
  • be aged between 17 and 30 years on 1<sup> of January 2026 (born between 1<sup> January 1996 and 1<sup> January 2009);
  • hold a Licence de l’Enseignement Supérieur, a Bachelor’s Degree or any other diploma recognised as equivalent;
  • be at least 1.55m tall for female candidates and 1.65m for male candidates;
  • be free of any infection or disease that could lead to extended sick leave.
(2) This competitive examination shall not be open to Penitentiary Administration personnel.
Article 3: (1) Complete application files shall be submitted at the Regional Delegations of Penitentiary Administration by 4 September 2026 at the latest, and shall comprise:
  1. a handwritten application to the Minister of State, Minister of Justice, Keeper of the Seals, with a stamp worth CFAF 1,500, dated and signed, specifying:
    • the name, surname, address, gender, date and place of birth of the candidate;
    • the Division and Region of origin of the candidate;
    • the competitive examination the candidate is applying for;
    • the language in which the candidate will write the examination;
    • the candidate’s National Identity Card number (receipts for National Identity Cards are strictly prohibited);
    • the list of documents attached to the application.
  2. a certified copy of the certificate signed by the competent administrative authority of less than three (3) months old;
  3. an attestation of presentation of the original of the required certificate, signed by the competent administrative authority;
  4. a certified copy of the candidate’s birth certificate signed by the competent civil authority of less than three (3) months old;
  5. a criminal record (Bulletin No. 3) of less than three (3) months old;
  6. a duly stamped certificate of height, complying with the aforementioned conditions;
  7. a medical certificate issued by a public service doctor of less than three (3) months old;
  8. a money order worth CFA 25,000 (twenty-five thousand) to the Director of Penitentiary Administration (Ministry of Justice, Yaounde) as examination fees;
  9. an A4 envelope bearing the candidate’s address and a postal stamp at the official rate;
  10. two (2) passport-size photographs with the candidate’s names on the reverse;
  11. an unstamped curriculum vitae duly signed by the candidate.
(2) Female candidates who are married must attach a duly legalized undertaking by their husbands by which the latter pledge to accept that their wives be transferred at any time to any region of the national territory when the needs of service so require.
(3) Incomplete or late files or those whose documents might have been signed by incompetent administrative authorities shall be rejected.
(4) The lists of candidates authorized to sit for the competitive examination shall be posted at the Ministry of Justice and in the ten Regional Delegations of Penitentiary Administration.

370 PRISON WARDERS

ORDER No. 284 /MINJUSTICE OF 19 AUGUST 2026
To launch a direct competitive examination for the recruitment of three hundred and seventy (370) Prison Warders.
Article 1: (1) A direct competitive examination for the recruitment of three hundred and seventy (370) Prison Warders, Category “D” of the Public Service, is hereby launched for the Year 2026.
(2) This competitive examination shall be held on 5, 6, 7, 8, 10 and 11 October 2026 in all Regional Headquarters.
Article 2: This competitive examination shall be open to young Cameroonians of both sexes who fulfil the following conditions:
  • be of good character;
  • be aged between 17 and 27 years on 1 January 2026 (born between 1 January 1999 and 1 January 2009);
  • hold the Certificat d’Etudes Primaires (CEP) or the First School Leaving Certificate (FSLC) or any other equivalent certificate;
  • be at least 1.55m tall for female candidates and 1.65m for male candidates;
  • be free of any infection or disease that could lead to extended sick leave.

 

Article 3: (1) Complete application files shall be deposited at the Regional Delegations of Penitentiary Administration not later than 4 September 2026 and shall comprise:
  1. A handwritten application to the Minister of State, Minister of Justice, Keeper of the Seals with a stamp worth CFAF 1,500, dated and signed specifying:
    • the name, surname, address, gender, date and place of birth of the candidate;
    • the Division and Region of origin of the candidate;
    • the competitive examination the candidate is applying for;
    • the language in which the candidate will write the examination;
    • the chosen examination centre;
    • the candidate’s National Identity Card number (National Identity Card receipts are strictly prohibited);
    • the number of documents attached to the application.
  2. a certified true photocopy of the certificate of less than three (3) months old signed by the competent administrative authority;
  3. an attestation of presentation of the original certificate signed by the competent administrative authority;
  4. a certified true photocopy of the candidate’s birth certificate of less than three (3) months old signed by the competent civil authority;
  5. a criminal record (Bulletin No. 3) of less than three (3) months old;
  6. a stamped certificate of height, in compliance with the above-mentioned requirements;
  7. a medical certificate of less than three (3) months old, issued by a Public Service Medical Doctor;
  8. a money order worth CFAF 20,000 (twenty thousand) to the Director of Penitentiary Administration (Ministry of Justice, Yaounde) as examination fee;
  9. an A4 envelope bearing the candidate’s address and a postal stamp at the official rate;
  10. two (2) passport-size photographs with the candidate’s name written on the back;
  11. an unstamped curriculum vitae duly signed by the candidate.
(2) Female candidates who are married shall attach a duly legalized undertaking by their husbands by which the latter pledge to accept that their wives be posted at any time to any part of the national territory when the needs of service so require.
(3) Incomplete or late files, or files comprising documents signed by incompetent authorities shall be rejected.
(4) The lists of candidates authorised to sit for the competitive examination shall be posted at the Ministry of Justice and in the ten Regional Delegations of Penitentiary Administration.
Article 4: This competitive examination shall comprise a pre-selection test (medical check-up, physical education examination), a written examination and a thorough medical check-up. The score of the tests shall range from 0 to 20. The eliminatory mark shall be 6/20 for each subject. The schedule of papers is outlined in the document appended to this Order.

50 CHIEF PRISON WARDERS

ORDER No. 283 /MINJUSTICE OF 19 AUGUST 2026
To launch a direct competitive examination for the recruitment of fifty (50) Chief Prison Warders.
HEREBY ORDERS AS FOLLOWS:
Article 1: (1) A direct competitive examination for the recruitment of fifty (50) Chief Prison Warders, Category “C” of the Public Service, is hereby launched for the Year 2026.
(2) This competitive examination shall be held on 5, 6, 7, 8, 10 and 11 October 2026 in all Regional Headquarters.
Article 2: (1) This competitive examination shall be open to young Cameroonians of both sexes who fulfil the following conditions:
  • be of good character;
  • be aged between 17 and 28 years on 1 January 2026 (born between 1 January 1998 and 1 January 2009);
  • hold the Brevet d’Etudes du Premier Cycle (BEPC) or the General Certificate of Education Ordinary Level (GCE O) with at least four papers passed during the same session, except the one titled “RELIGIOUS KNOWLEDGE” or any other equivalent certificate;
  • be at least 1.55m tall for female candidates and 1.65m for male candidates;
  • be free of any infection or disease that could lead to extended sick leave.
(2) This competitive examination shall not be open to Penitentiary Administration personnel.

ORDER No. 282 /MINJUSTICE OF 19 AUGUST 2026
To launch a direct competitive examination for the recruitment of fifty (50) Superintendents of Prisons
HEREBY ORDERS AS FOLLOWS:
Article 1: (1) A direct competitive examination, for the recruitment of fifty (50) Superintendents of Prisons, Category “B” of the Public Service, is hereby launched for the year 2026.
(2) This competitive examination shall take place on 5, 6, 7, 8, 10 and 11 October 2026 in all Regional Headquarters.
Article 2: (1) Young Cameroonians of both sexes who fulfil the following conditions may apply:
  • be of good morality;
  • be aged between 17 and 30 years on 1<sup> of January 2026 (born between 1<sup> January 1996 and 1<sup> January 2009);
  • Hold the Baccalauréat de l’Enseignement Secondaire or General Certificate of Education Advanced Level (GCE AL) in two papers, excluding “RELIGIOUS KNOWLEDGE”, obtained in one session or any equivalent diploma;
  • be at least 1.55m tall for female candidates and 1.65m for male candidates;
  • be free of any infection or disease that could lead to extended sick leave.
(2) This competitive examination shall not be open to Penitentiary Administration personnel.
