Abroad, it is represented by more than 145 diplomatic missions, also known as EU delegations, which have a function similar to that of an embassy.

The Delegation of the European Union to the Republic of Cameroon, in Yaoundé, works closely with the embassies and consulates of the 27 EU Member States. We are a fully-fledged diplomatic mission and represent the European Union in its relations with the Cameroonian government in areas of EU competence.

We offer

Programme Officer position is available to support the coordination and implementation of the Global Gateway at the regional level (AL1). This Cooperation Programme Officer position is a Group I position within the Delegation’s Cooperation Section, under a fixed-term contract of two years, renewable subject to budgetary availability and operational requirements. The team comprises 27 people, and working hours may sometimes be atypical.

In this role, the successful candidate will support the strategic analysis of economic and financial issues and the coordination of regional initiatives with other EU delegations in the region. This coordination aims to ensure the effective implementation, monitoring, and closure of actions and projects funded under the 2021-2027 Multiannual Financial Framework (MFF), including the Global Gateway strategy and in connection with the 2021-2027 MFF programming. Particular attention will be paid to mobilizing the European and regional private sector in the implementation of Global Gateway. The strategic analysis will also serve as a basis for identifying investments in the context of the next MFF to be prepared for 2028. The successful candidate will also be assigned duties as needed by the delegation and as those needs evolve. The successful candidate will work under the supervision and responsibility of the Head of the Cooperation Section, providing support, expertise, and assistance in the implementation of Global Gateway programs.

 

The following main tasks and responsibilities are required for this position:

  • Contribute to the in-depth analysis of regional economic and financial issues and to the definition of innovative strategies and approaches to ensure effective implementation of the Global Gateway strategy in Central Africa, in connection with the 2021-2027 programming period;

  • Contribute to the enhanced engagement and analysis of interests and challenges for the European private sector at regional level, particularly in the implementation of the Global Gateway (MFF 2021-27);

  • Identify the most appropriate European financial instruments, in partnership with development and commercial banks, to support investments within the Global Gateway framework from a regional perspective; 

  • Supporting coordination between EU delegations in the region; 

  • Facilitate, participate in and organize the logistics of thematic, technical and/or operational working meetings with ministries, relevant authorities and other partners;

  • Contribute to facilitating contacts with regional authorities and local partners;

  • When relevant, contribute to all stages of the project cycle, in accordance with the provisions of applicable EU cooperation agreements, financing agreements and external cooperation procedures.

The base salary will depend on relevant and verified professional experience; it generally starts at 1,996,731 XAF . A competitive benefits package is offered, subject to certain conditions, including leave entitlements, health insurance, and a retirement savings plan.

The date of assumption of duties is planned for the end of 2026.

Minimum conditions / eligibility criteria (essential for the application to be considered)

  • University course leading to a Master’s degree (according to the European Higher Education Area:  http://www.ehea.info/pid34438/three-cycle-system.html )), preferably in one of the following areas of specialization: economics, international finance or development finance, international relations, international trade or international business.

  • At least 5 years of relevant professional experience in coordinating stakeholders and/or in public or commercial policy analysis or consulting, and/or in banking and finance, which must have been acquired after graduation.

  • Knowledge of the functioning of the private sector in the Central African region and of European companies in the region, including in terms of mobilizing private capital for the implementation of development projects

  • Knowledge of Central African community policies, preferably acquired in the management of institutional support projects or the management of regional projects;  
  • Excellent analytical skills and proven mastery of data analysis and statistics.  
  • Language skills: According to criteria  http://europass.cedefop.europa.eu/sites/default/files/cefr-en.pdf; 
  • Perfect command of spoken and written French (minimum C1 level); and 

  • Perfect oral and written command of English (minimum C1 level).

  • Computer skills: 

  • High level of computer skills (Microsoft Office suite and Internet);

  • Good knowledge of analytical tools, including those based on artificial intelligence. 

  • Enjoying the right to reside and work in Cameroon for non-Cameroonian candidates;

  • To enjoy full civil capacity as a citizen/resident;

  • To be in good physical health to perform assigned tasks.

The following points will be considered an asset

  • Knowledge of European development cooperation policies and more specifically between Cameroon/Central Africa and the EU;

  • Knowledge of the EU’s Global Gateway strategy;

  • Having a professional network in the field of cooperation;

  • A doctorate/PhD in one of the fields mentioned in the minimum requirements.

The procedure

After the deadline for submitting applications has passed, they will be reviewed by a selection committee set up for this purpose. 

1. The selection committee will establish a shortlist of candidates deemed most suitable for the position, based on criteria provided in the vacancy notice and job description (“Selection Criteria” above). 

2. The shortlisted candidates (a maximum of 15 candidates who had the highest score on the shortlisting criteria) will be invited to participate in a written test.

3. At the end of this stage, the best candidates (a maximum of 5 candidates who obtained the best results in the written test) will be invited to participate in an interview. 

At this stage, the selection committee will assess the candidates’ suitability for the position.
