Finance Assistant

1. Context
Founded in 1933 at the request of Albert Einstein, the International Rescue Committee (IRC) is one of the world’s leading humanitarian organizations. The IRC provides relief, rehabilitation, and post-conflict reconstruction support to victims of oppression and violent conflict. Operating in more than 40 countries, the IRC’s mission is to help people whose lives and livelihoods are shattered by conflict and disaster to survive, recover, and take control of their future.
In response to a growing humanitarian crisis, the IRC is launching emergency programs in the Far North region of Cameroon. The planned programs include environmental health and food security.
2. Summary
The financial assistant will be under the supervision of the Finance Officer. He/She is the first point of contact between the finance department and third parties in the daily activities of invoice settlement, journal entry, advance payment processing or reimbursements.
3. Zone d’intervention
The financial assistant will be based in Makary.
4. Specific Tasks
- Receive and verify the consistency and conformity of payment requests presented to the cashier with the expenditure commitment documents (Purchase Order, contract, etc.): invoice eligibility, mandatory information, etc.);
- Prepare each valid disbursement (with a compliant payment order) according to the approved payment method (cash, check, wire transfer order, and other fiduciary payment method);
- Pay, according to the approved payment method, the people who come to collect the amounts at the cash register (suppliers, service providers, partners, staff members, etc.) if they are properly authorized to do so according to the IRC procedures in force on the mission;
- Receive and centralize all accounting documents from the sites;
- Organize the archiving of accounting documents
- Record advance requests according to the IRC procedure in force in the country;
- Prepare and print all supporting documents that must be attached to the accounting file for an expense (vouchers, payment receipts, etc.);
- Perform a weekly reconciliation of advances not yet justified and payments in several installments still in progress, and prepare a summary statement;
- To proceed with the coding and entry, in the computerized accounting book, of cash transactions (payment of invoices, advance payment, reimbursement, etc.);
- Provide translation of accounting documents if necessary;
- Make an initial classification of invoices and other payment documents;
- Carry out the monthly closing of the cash register (physical counting, printing of cash inventories and bank reconciliations, etc.), and make an initial filing of the files;
- Monitor cash flow and alert the Finance Manager on daily and weekly payment needs and capacity;
- Keep the organization’s payment methods (checkbook, petty cash) safe and secure throughout the day.

5. Administrative tasks
- To handle the day-to-day administrative management of the cash register according to the prerogatives of the finance department.
6. Link with the logistics department
- Review the layout of documents prepared and submitted for payment by the logistics department (“Purchase Order, Delivery note, Contract etc”)
- Inform the logistics department of the data that must be included on the payment request documents.
7. Budgetary and Financial Management
- Report, if necessary, on the lack of compliance observed in IRC’s payment practices with the laws and regulations in force in the country.
- Apply the budget management rules in force on the mission (budget nomenclature, analytical coding used, etc.) and quickly assimilate the regular developments in this area.
- To be able to give, if necessary, a brief description to staff members presenting themselves for payment, of the IRC procedures to be followed in this matter.
- To be receptive to on-the-job training that is “transmitted” to him as part of improving his skills.
- Participate in any budget management work if their participation is requested.
8. Security/Communication
- Communicate daily on the cash flow situation based on current or future liquidity levels and upcoming payments to be made.
- Report any irregularities observed; at the level of payments, in the application of IRC procedures.

Desired profile
- A minimum of two years of post-secondary education (BAC+2) in management or accounting is required.

Summary
The Finance Assistant works under the general direction of the Deputy Director of Finance and the Finance Manager, and under the day-to-day supervision of the Finance Officer. It is the first interface of the finance department with third parties in the daily activities of billing settlement, entry of entries, liquidation in advance or refunds.
Intervention area
The Finance Assistant will be based in Bamenda with travel throughout the project area.
Specific tasks
- Receiving and verifying the consistency and conformity of the payment requests submitted to the Caisse with the purchase order documents (purchase order, contract, etc.): eligibility of invoices, mandatory information, etc.);
- Prepare each valid disbursement (with a correct payment order) according to the approved payment method (cash, check, transfer order, and other fiduciary payment method);
- Pay according to the approved method of payment, the persons who come to recover the amounts at the cash desk (suppliers, service providers, partners, staff members, etc.) if they are well qualified to do so according to the IRC procedures in force on the mission;
- Process advance request applications according to the IRC procedure in force in the country;
- Prepare and print all supporting documents that must be attached to the accounting file of an expense (vouchers, payment receipt, etc.)
- Make a weekly score and lettering of outstanding advances and payments in installments still in progress, and write a summary statement;
- Coding and entering the cash register transactions (bill payment, advance payment, reimbursement, etc.) into the computer account book;
- Ensure the translation of accounting documents if necessary;
- Make a first ranking of invoices and other payment documents;
- Proceed to the monthly closing of the fund (physical count, edition of cash inventories and bank reconciliations, etc.), and make a first filing of the files;
- Conduct cash flow monitoring and alert the Supervisor on daily and weekly requirements and payment capabilities;
- Keep the payment methods of the organization safe during the day (check book, petty cash)
- Make any proposals on improving the accounting and financial procedures in force on the mission
Administrative tasks
- Take care of the day-to-day administrative management of the fund according to the prerogatives of the finance department.
Link with the Logistic department
- Have a look at the layout of the edited documents and presented for payment by logistic department (« Purchase Order, Delivery note,etc.)
- Inform the logistics department of the data to be included in the payment request documents.
Budget and Financial management
- If necessary, inform on the lack of conformity found in the payment practices of the country program
- Apply the budget management rules in force on the mission (budget nomenclature, analytical codification used, etc.) and quickly assimilate the regular developments in this area.
- Be able to provide, if necessary, a brief description of the budgetary situation of the country program projects to newly employed persons.
- Be receptive to on-the-job training that is “passed on” as part of the skills enhancement.
- Participate in any budget management work.
Security/Communication
- Communicate daily with the Finance Officer on the cash flow statement based on present or future cash levels and future payments to be made.
- Reports to the Finance Officer any irregularities found; at the payment level, in the application of IRC procedures.
Common tasks
- Be present and participate in meetings / trainings organized by the finance department or any other meeting / training to which the Financial Controller / Finance Officer considers his presence necessary;
- Apply any new procedure or course of action implemented by the Financial Controller or the Country Director
- Report any missing or violated code of conduct to be followed by IRC staff regarding abuse and sexual exploitation.

Community Mobilizer_Menchum
Job Purpose
The Protection Community Mobiliser based in Menchum supports the implementation of protection activities at the community level. The position focuses on raising awareness, identifying protection risks, strengthening community-based protection mechanisms, facilitating referrals, and promoting safe access to services for vulnerable populations, including women, children, persons with disabilities, older persons, and survivors of violence.
Key Responsibilities
1. Community Engagement and Mobilization
- Conduct regular community outreach and awareness-raising activities on protection issues.
- Mobilize community members to participate in protection-related activities and meetings.
- Support the establishment and strengthening of community-based protection structures.

Education

Education Coordinator
Background/IRC Summary:
International Rescue Committee (IRC) is an apolitical, non-profit, and non-religious humanitarian organization that provides assistance to refugees around the world. IRC implements programs to promote durable solutions for displaced persons, refugees and host communities through public health, sanitation, shelter, rehabilitation, and education projects. IRC has been serving refugees since 1933 and is present in 40 countries in Europe, Africa, and Asia, as well as through a resettlement support program in the United States. IRC is an organization committed to freedom, human dignity, and self-reliance. This commitment translates into well-planned resettlement assistance, emergency global relief, rehabilitation, and advocacy for refugees.
The IRC started operations in Cameroon in 2016 to respond to the increasing concerns for people affected by violence linked to Boko Haram, in the Far North of the country. Assistance to displaced populations extends across the Far North, notably Mayo Sava and Logone & Chari through two field offices in Kousseri and Makary. This includes delivering lifesaving cash programming to enable economically disadvantaged families to meet basic needs and improve food security, education programming and protection services to address children’s learning and safety needs and priorities. IRC also delivers protection programming to address gender-based violence for women and girls and support to victim of human right violation.
Following the increasing crisis in the North-West and South-West regions of Cameroon, the IRC expanded its operations into the South-West region in August 2018 and into the North-West in 2019. The IRC is delivering lifesaving humanitarian assistance to internally displaced populations, with field bases in Bamenda and Mamfe.
Job Overview/Summary:
Under the supervision of the Deputy Direction of Program, the Education Technical Coordinator will be responsible for the overall strategy, management, coordination, and implementation of education activities across the country.
Guarantor of the sectoral intervention’s quality, he/she will have to lead and oversee a constructive working environment conducive to learning, analysis of problems and challenges, and identification of solutions, always with the objective of ensuring accountability to clients and the donor. He/she will be responsible for ensuring that strong monitoring and technical quality, overseeing budget and Grant management, the creation and dissemination of training materials, and managing relationships with external actors including government authorities, humanitarian working groups and project partners. Additionally ensure that IRC is represented in the forum and coordination group in the field and that it is aligned with the policies of the Ministry of Education of Cameroon (MINEDUB).
In line with Strategy 100, IRC Cameroon emphasizes on integrated programming, the Education Project Manager will lead the integration of education activities and will also work closely with national coordinators covering other sectors such as Economic Recovery and Development (ERD), Environmental Health (EH/WASH), Women Protection and Empowerment (WPE), Child Protection (CP) and Protection and Rule of Law (PRoL).
Main responsibilities
