Job Description
Background:
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
For several decades, Cameroon was considered as a model of peace in Central Africa. However, in the last five years the Country experienced large-scale humanitarian crises. The context is particularly marked by the impact of three crises namely: Boko Haram in the Far-North; the Central African Republic crisis in the East with the influx of refugees from CAR, and the protracted crisis in the North-West and South-West regions. The conflict that erupted in the anglophone regions of Cameroon in 2016 has led to unprecedented levels of violence with women and girls paying a high tribute. Violence negatively affects women’s general well-being and prevents women from fully participating in society. It impacts their families, their community, and the country at large. It has tremendous costs, from greater strains on health care to legal expenses and losses in productivity
In response, UN Women is bringing its unique comparative advantage and its ability to leverage its triple mandate of normative support, UN coordination, and operational activities. UN Women partners with governments, UN agencies, civil society organizations and other institutions to find ways to prevent violence against women and girls, focusing on early education, respectful relationships, and working with men and boys. Prevention is still the most cost-effective, long-term way to stop violence. UN Women also work with partners to enhance data collection and analysis to provide a better understanding of the nature, magnitude, and consequences of violence against women and girls as well as supporting services provision for VAWG survivors.
Under the guidance and direct supervision of the Programme Management Specialist, the Programme Coordination Analyst, EVAW/Humanitarian, is responsible for coordinating the EVAW and Humanitarian portfolio. He/She supervises and leads team members of the EVAW and humanitarian portfolio, works in close collaboration with national partners and stakeholders, and the monitoring and reporting, and the operations staff of the to ensure successful implementation of EVAW as well as Gender mainstreaming in humanitarian action.
Scope of Work:
1. Coordinate the EVAW Programme/Portfolios
- Coordinate the overall Programme/Portfolio work plan development and implementation according to the Strategic Note/ programme document;
- Gather inputs and coordinate the preparation of work-plans, periodic narrative progress reports and expenditures status reports to the Programme Board and UN Women;
- Establish systems for project planning, implementation and monitoring, in collaboration with partners;
- Record and maintain documents on relevant Programme activities, issues, and risks.
2. Coordinate the Humanitarian programme by ensuering Gender mainstreaming in the humanitarian programme
- Coordinate the capacituy building on Gender in humanitarian action,
- coordinate the GIHA working groups and clusters,
- Coordinate PSEA-related activities,
- Contribute to the development of concept-notes on Gender inclusion in humanitarian action,
- Facilitate partnership with humanitarian actors on GIHA as well as PSEA-related issues,
- Facilitate partnership with CSOs on Gender mainstreaming in humanitarian actions and PSEA-related issues
3.Guide coordination with national partners and other stakeholders
- Coordinate relationships with national partners to support implementation and expansion of the EVAW and humanitarian Programme/Portfolio, raise potential problems and suggest solutions;
- Identify capacity building needs and support partners through technical assistance, mentoring, training and capacity development initiatives, as needed.
4.Coordinate the monitoring and reporting on the EVAW and humanitarian Programme/Portfolios
- Gather and compile all information necessary for monitoring and reporting on programmes and projects from the planning to the evaluation stages;
- Monitor the implementation of activities and the expenditure of funds; conduct regular monitoring visits, as required;
- Draft and provide inputs to annual and quarterly reports; coordinate the submission of implementing partner financial and narrative reports;
- Provide inputs from EVAW and humanitarian programme activities and results to Country Office reporting.
5.Manage people and finances of the EVAW and humanitarian programme
- Coordinate development and preparation of financial resources of the programme, including budgeting and budget revisions, and expenditure tracking and reporting;
- Monitor the allocation and disbursement of funds to participating partners;
- Supervise Programme Associates and Assistants.
6.Build partnerships and support in developing resource mobilization strategies
- Provide inputs to the development of partnerships and resource mobilization strategies.
7.Advocate and facilitate knowledge building and management and communication
- Document the programme implementation process and products;
- Contribute to the exchange of information and provide inputs to the development of knowledge products internally and externally of the programme;
- Coordinate the organization of major advocacy campaigns, events, trainings, workshops and knowledge products.
8.The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organisation.

Functional Competencies:

Education and Certification:
- Master’s degree or equivalent in public administration, law, human rights, gender equality, Humanitarian action, management, social sciences or other related areas is required
- A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
- A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage.
Experience:
- At least 2 years of progressively work experience at the national or international level in managing complex and multi-component programme interventions with national partners, preferably related to thematic area;
- Experience in coordinating, implementing, monitoring and evaluating development programmes and projects is an asset.
- Demonstrated ability to lead and develop team members is required.
Languages:
- Fluency in French is required.
- Fluency in English is desirable.

National Feminist Economist/Gender and Economics Policy Analyst
Scope of Work:
1.Contribute technically to the development of gender responsive economic programmes
- Conduct research on new areas to promote Women Economic Empowement and gender responsive economic reforms to support GEWE in Cameroon
- Provide technical support in formulating strategies to scale up reform in key areas such as unpaid care, women’s participation in the green economy, women entrepreneurship and other relevant areas of economic policy to achieve GEWE in the Country
- Contribute to the coordination and implementation of flagship policy initiatives in the area of gender and economics in the Country
- Coordinate the production of knowledge, and communications products in the areas of gender and economics at the regional level
2.Manage the implementation and management of the gender and economics programme
- Formulate the annual workplan and budget of Women Economic Empowement and Gender and economics programme and manage their implementation;
- Manage the technical implementation of the programme/project; ensure synergies with other teams;
- Manage the submission of implementing partner financial and narrative reports
- Provide guidance to personnel and partners on Results Based Management tools and performance indicators;
- Organize Project Steering Committee, project review and/or evaluation meetings, as needed.
- Lead the coordination of the call/request for proposals, including the organization of technical review committees, and capacity assessment of partners;
- Review, coordinate and monitor the submission of implementing partner financial and narrative reports;
- Train partners on Results Based Management and monitor implementation.
3. Provide substantive technical inputs to the management of people and finances of the Gender and economics programme
- Monitor budget implementation and make budget re-alignments/ revisions, as necessary;
- Provide substantive inputs to financial reports;
- Supervise field personnel, Programme Associates and Assistant.
4. Provide technical expertise and assistance to partners
- Support in the provision of technical advice to Governments, civil society and national institutions to formulate, implement and monitor gender-responsive economic reform
- Provide support in the development of national strategies to integrate gender in key economic policies and reforms
5. Provide capacity building support to Country Office and partners
- Provide substantive technical and policy support to country office and UN Country Teams in developing and strengthening programmes to support the implementation of GEWE global norms and standards;
- Develop, implement and monitor capacity building initiatives, by identifying capacity-building needs and support of the country office through technical assistance, mentoring, training and capacity development initiatives, as needed
- Develop and deliver training modules, tools, and other capacity building activities and strategies on gender and economics targeting key national and local stakeholders (Ministries of Economy, Finance, Women empowerment & Family, MPs, local municipalities, civil society, women networks)
- Design and deliver capacity building events for UN Women staff, Government counterparts, and civil society partners on key economic reforms to advance the GEWE agenda in the country
6. Establish and strengthen strategic partnerships with stakeholders, national/local actors and development partners and provide substantive inputs to resource mobilization strategies
- Support building and maintaining alliances and strategic partnerships for the advancement of gender responsive economic policy at the national level
- Implement advocacy strategies to influence agenda of key national and local institutions to promote gender responsive economic policy.
- Provide substantive inputs to resource mobilization strategies; analyze and maintain information and databases;
- Prepare relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles;
- Participate in donor meetings and public information events, as delegated.
7. Oversee knowledge building and sharing for Gender responsive economic
- Actively participate in the WEE Community of practice and the WCA Feminist Economist Taskforce to to disseminate national lessons learnt and good practices

Education and Certification:
- Master’s degree or equivalent in economics, macroeconomics, development economics, feminist economics or any other relevant field of economics or public policy.
- PhD in similar fields is an asset
- A project/programme management certification would be an added advantage.
Experience:
- At least2 years of international experience and record of accomplishment in international development promoting policy reform in the area of gender and economics, including macroeconomic policy and women’s economic empowerment policies.
- Proven experience with use of gender analysis of the economy, quantitative and qualitative is required.
- Experience in programme, policy analysis, and strategic planning is required;
- Previous professional experience in developing and emerging economies is required.
- Experience working in West and Central Africa is desirable.
Languages:
- Fluency in French is required.
- Fluency in English is desirable.
