Credit Administration Officer

Job Objectives
To ensure seamless processing and excellent service delivery in credit availment whilst ensuring strict adherence to bank’s credit policies.
Role & Responsibilities
- Manage Credit Availment and Loan disbursement shop to ensure timely and error free processing.
- Ensure that all properly approved facilities with all terms and conditions met for Head Office availment are treated with dispatch.
- Ensure proofing of accounts and clean-up of all open items.
- Ensure collection of all Bank interest and fees income.
- Ensure Bank Cheque are issued where stipulated by credit availment tickets.
- Ensure cordial and friendly relationship with all internal customers and external and regulatory agencies such as COBAC, BEAC and External Auditors.
- Attend promptly to correspondence and inquiries.
- Resolve issues and challenges for better service delivery
- Organize on the job and external training programmed to empower staff with relevant skills to enhance excellent performance.
- Evolve a crop of multi-disciplinary skilled staff for the actualization of the Group objectives
- Authorization of processed jobs.

EDUCATION REQUIREMENTS
First degree, MBA, MSC, MA, ML and/or Professional Qualifications compulsory
EXPERIENCE
4 years relevant banking experience; 3 years non – banking but related experience

Compliance KYC Officer
Department : Compliance
Reporting Line : Head Compliance

Roles & Responsibilities
-
- A- KYC Onboarding & Account Compliance
- Ensure that all customer accounts are opened in strict compliance with the Bank’s KYC Procedures and AML Policy
- Review new and existing customer files to confirm proper customer identification, valid and reliable identification documents and consistency between customer information and supporting documentation
- Prevent onboarding or continuation of relationships where KYC requirements are not met
- Ensure no anonymous, fictitious, or inadequately identified accounts exist within the bank
- Escalate all exceptions without delay for prompt.
- B- Customer Identification & Beneficial Ownership
- Ensure proper identification and verification of all customers, including natural persons, legal persons and legal arrangements
- Ensure accurate identification and verification of Ultimate Beneficial Owners (UBOs)
- Review ownership and control structures to identify direct and indirect ownership and persons exercising effective control.
- Escalate cases where beneficial ownership cannot be clearly established.
- C- KYC Remediation & File Reviews
- Conduct KYC remediation exercises on existing customer portfolios
- Identify missing, outdated, or inconsistent KYC information
- Coordinate with business units to obtain required remediation documents
- Track remediation progress and ensure timely closure of gaps
- Maintain proper documentation of remediation actions taken.
- Ensure KYC records are retained in accordance with regulatory retention requirements.
- D- Customer Risk Assessment & AML Risk Rating
- Ensure all customers are assigned an AML risk rating (low, medium, or high)
- Validate that risk ratings are accurate, justified and consistent with customer profile, activity, and geographic exposure
- Ensure periodic review and update of customer risk classifications
- Recommend enhanced controls where customer risk increases
- E- Third-Party, Partner & Vendor Due Diligence
- Ensure due diligence is conducted on all partners, vendors, agents, and third parties
- Assess AML/CFT, sanctions, and reputational risks associated with third parties
- Support onboarding and periodic review of vendors and partners.
- F- Enhanced Due Diligence (EDD)
- The Officer shall ensure appropriate Enhanced Due Diligence is applied to high-risk customers, including but not limited to politically exposed persons, correspondent banks, financial institutions, non-resident clients etc.
- Ensure EDD measures are applied when appropriate, such as obtaining Senior management approval where required, identification of source of funds and source of wealth, and enhanced monitoring and periodic reviews.
- G- Suspicious Transaction Reporting (STR)
- Prepare STRs in accordance with regulatory requirements
- Ensure STRs are accurate, complete, well-reasoned and properly documented
- Submit STRs to relevant regulatory authorities within prescribed timelines.
- Maintain strict confidentiality of STRs and related investigations
- H- Training & Awareness and Other Duties
- Provide guidance and support to business units on KYC requirement
- Support AML/CFT training initiatives related to KYC
- Promote a strong compliance and vigilance culture within the bank
- Monitor adherence to internal AML/CFT policies and procedures
- Participate in regulatory inspections and audits as required
- Prepare periodic KYC remediation and compliance reports for the Chief Compliance Officer
- Support implementation of regulatory changes affecting KYC/CDD/EDD
- Perform any other duties assigned by the Head of Compliance within the scope of the role.
- Knowledge and Skills Required
- Good understanding of the Cameroonian banking regulations, AML and Cameroon identification laws.
- Ability to interpret complex ownership structures
- Good understanding of AML/CFT regulations and typologies
- High attention to detail and sound professional judgment
- Strong written communication skills (especially for STR drafting)
- Ability to work under pressure and meet regulatory deadlines
- High level of integrity, confidentiality, and independence.
- Candidates must be bilingual (English and French).

Regulatory Compliance Officer

Roles & Responsibilities
- A- Regulatory Liaison & Official Correspondence
- Serve as a key point of contact between the Bank and regulatory or law-enforcement authorities
- Liaise with regulators and supervisory bodies including, but not limited to; BEAC (Banque des États de l’Afrique Centrale), COBAC (Commission Bancaire de l’Afrique Centrale) and MINFI (Ministry of Finance) and other government agencies and law-enforcement bodies.
- Handle and coordinate responses to all regulatory requests, inquiries, summonses, and inspections.
- Ensure timely, accurate, and complete regulatory communications.
- Liaise with regulatory authorities (e.g. BEAC, COBAC, MINFI) to obtain clarification on regulatory requirements and seek guidance on customer trends or emerging risks.
- Advise management and business units on regulatory interpretation and application.
- B- Regulatory Monitoring & Obligation Management
- Proactively source, monitor, and interpret new, amended, or repealed regulatory requirements
- Maintain a regulatory obligations register covering all applicable laws and regulations
- Assess regulatory impact on the Bank’s operations, products, and processes
- Ensure prompt and effective implementation of regulatory changes across the Bank
- Track implementation progress and escalate delays or gaps to the Head of Compliance.
- C- Regulatory Reporting
- Ensure accurate and timely submission of all regulatory reports to competent authorities
- Coordinate regulatory reporting with relevant departments
- Review reports for completeness, consistency, and regulatory compliance before submission
- Maintain evidence of regulatory submissions for audit and inspection purposes
- Professionally handle any case of non-submission by requesting for more time and /or prompt escalation to the Head of Compliance.
- Maintain an up-to-date regulatory reports register for the Bank.
- D- Product & Business Compliance Review
- Perform compliance review of all new products, services, partnerships, and delivery channels prior to launch
- Identify regulatory risks associated with new initiatives
- Validate compliance with licensing, authorization, disclosure, and consumer protection requirements
- Assure Head of Compliance to grant compliance clearance or recommendations before product approval.
- Guide regulatory expectations and best practices.
- E- Management of Risk of Non-Compliance
- Identify, assess, and monitor regulatory compliance risks
- Implement controls to mitigate the risk of regulatory breaches
- Support development and maintenance of the Bank’s Compliance Risk Assessment framework
- Escalate material compliance risks to the Head of Compliance and senior management
- Conduct regulatory compliance training and awareness sessions for staff.
- Support embedding a strong culture of compliance across the Bank
- F- Regulatory Licensing & Authorizations
- Prepare and manage regulatory license and authorization files for new products or services, strategic partnerships or agents and regulated roles or key appointments
- Liaise with regulators to follow up on approval processes
- Ensure compliance with conditions attached to regulatory approvals.
- G- Compliance Assurance & Reviews
- Conduct compliance assurance reviews to assess adherence to new regulatory requirements, existing laws, regulations, and internal policies
- Document findings, recommendations, and corrective actions
- Follow up on remediation plans and report unresolved issues.
- H- Regulatory Breach Detection & Remediation
- Promptly detect or receive alerts of regulatory breaches or non-compliance incidents
- Assess root causes and regulatory impact
- Coordinate remediation actions with relevant departments
- Support regulatory notifications where required
- Track corrective actions to closure.
- I- Reporting & Documentation
- Ensure all regulatory reports owned by Compliance are submitted in time.
- Prepare periodic compliance reports for the Head of Compliance
- Maintain accurate regulatory correspondence and documentation
- Support internal audit, external audit, and regulatory examinations
- Attend regulatory and industry compliance events.
- Support development and update of compliance policies and procedures
- Perform any other compliance-related duties assigned by the Head of Compliance
- Knowledge and Skills Required
- Sound understanding of the CEMAC banking regulations and Cameroon laws applicable to banking business.

- Qualifications & Experience

Transaction Monitoring/Investigation Officer

- A- Transaction Monitoring & Alert Management
- Monitor customer transactions through the transaction monitoring system
- Review, analyze, and investigate transaction monitoring alerts generated by transaction monitoring system.
- Ensure alerts are promptly assessed, documented, and closed within defined timelines
- Apply sound judgment to distinguish between legitimate activity and suspicious behavior
- Escalate high-risk or complex cases to the Chief Compliance Officer without delay
- B- Investigation of Suspicious Transactions
- Receive and assess suspicious transaction alerts and referrals from all departments of the bank, business units, operations and control functions.
- Conduct in-depth investigations using
- Identify potential indicators of fraud, money laundering, terrorism financing or other financial crimes.
- C- Suspicious Transaction Reporting (STR)
- Prepare STRs in accordance with regulatory requirements
- Ensure STRs are accurate, complete, well-reasoned and properly documented
- Submit STRs to relevant regulatory authorities within prescribed timelines.
- Maintain strict confidentiality of STRs and related investigations
- D- Handling of Production Orders & Requests from National Agency for Financial Investigation (NAFI)
- Receive, analyze, and respond to production orders, information requests, and directives issued by NAFI or any other law enforcement or investigative agency.
