Head of Accounting for the Cameroon Office
Qualifications
Required Qualifications
● Master’s degree in Accounting/finance or a related filed and a professional accounting qualification such as Certified Public Accountant (CPA), Chartered Accountant (CA) is required;
● At least five (5) years of progressively responsible professional experience in financial accounting, preferably in an international environment (NGO or Company);
● Experience working with government and donors;
● Proficiency in the use of MS Office applications, particularly advanced level in MS excel is required;
● Experience in using ERP system is highly desirable.

Major Duties and Responsibilities:
● Manage the day-to-day operations in the full spectrum of accounting services, including accounts payables, accounts receivable, application of cash receipts, accounts reconciliation, billing, monthly closing of accounts, bank reconciliation, preparation of audit reports, forecasting, consolidation and year-end closing of account;
● Provide support for financial operations to be executed in accordance with the Financial Operations Manual, donors’ guidelines and ensure that proper and accurate accounting records are maintained at country level;
● Support the FAM in the budgeting and forecasting processes specifically related to CCO core income and expenditures;
● Ensure monthly statements of accounts are maintained to allow the personnel responsible for the respective budgets to easily monitor work in progress and availability of funds;
● Manage the cash position of bank accounts and coordinate the financial closure for entrusted imprest accounts;
● Perform cash flow forecasting, working closely with the operations and project teams;
● Oversee the reconciliation of balance sheet accounts, review monthly journal entries and the general ledger and coordinate the monthly and annual closing of accounts;
● Coordinate internal audits and liaise with external auditors performing audits;
● Prepare and send audit confirmation letters to partners or third-parties selected by Auditors
● Reconcile payroll account balances (e.g. time sheets, direct deposits, wages attachments, benefits, voluntary and involuntary contributions, etc.) for the purpose of ensuring accuracy of records and employee payments;
● Provide training to new and existing staff as needed and, act as senior level resource for other members of the Corporate Accounting team on any matter related to general accounting operations.
● Drive initiatives to improve workflow and streamline the internal control processes to enhance efficiency and productivity;
● Coach, motivate and monitor the performance of staff supervised and initiate corrective action as required;
● Ensure timeliness of data entry and processing in the Trial Balance and monthly closing for all offices. Check weekly data entry for each field office and send systematic reminders to offices.
● Perform any other duties as may be assigned or required.
1. Context and justification
The World Wide Fund for Nature (WWF) in Cameroon is involved in biodiversity conservation and sustainable natural resource management programs in several critical landscapes. These areas of intervention extend to the Central (where its national office is based), Eastern, Southern and South-Western regions, often in rural and isolated areas. The operational effectiveness of these programs depends on the rapid, flexible and compliant mobilization of qualified human resources for permanent or temporary needs. To ensure rigorous administrative management and maintain a high degree of flexibility in the field, WWF Cameroon wishes to contract with a specialized third-party company (staffing agency). The partner will not only be responsible for personnel administration, but also for setting up a proactive and effective monitoring structure that can integrate the logistical and social specificities related to the conservation environment and WWF’s areas of operation.
2. Objectives of the service
The main objective of these terms of reference is to select a specialized company for the provision, administration, social management, and proactive monitoring of staff and temporary workers on behalf of WWF Cameroon, ensuring quality of service, full legal compliance and an effective presence in all areas of operation.
3. Scope of the mission and responsibilities
The selected company will be solely responsible for the personnel provided and must cover the following aspects:
i. Recruitment, selection and mobilisation:
• Identify, pre-select, and propose qualified candidates for vacant positions (permanent and temporary) based on the job profiles provided by WWF.
• Ensure the rapid mobilisation of selected personnel, including integration formalities.
ii. Administrative, legal, and financial management
• Draw up employment contracts or internship agreements in strict compliance with the Cameroonian Labour Code.
• Ensure the complete management of payroll, declaration and payment of social security contributions (CNPS) and taxes within the legal deadlines.
Ensure the management of leave, absences, accidents at work and disputes involving seconded staff.
iii. Operational and proactive monitoring of landscapes
The company must demonstrate a structural capacity to monitor human resources at WWF Cameroon’s remote operating sites, particularly in the East, South, South-West and Central regions. This responsibility includes:
• Establishing a mechanism for periodic supervision and monitoring in the field.
• Proactive management of staff needs (logistics, conflicts, contract renewals).
• Ensuring regular reporting on staff attendance, performance and social well-being.
4. Types of positions concerned
The mission will cover the provision of staff in all categories, including, but not limited to:
• Logistics, security and general services: drivers, security guards/watchmen, maintenance workers, gardeners.
• Administrative support: secretaries, administrative assistants, receptionists.
• Technical and programs: project assistants, field technicians (wildlife, forestry), monitoring officers. • Skills development: interns (all disciplines).
• Temporary and specialized: experts for short assignments, investigators
5. Profile and eligibility criteria for candidate companies.
Interested companies must meet all of the following criteria:
❖ Solid expertise and experience
• Demonstrate proven expertise of at least five (05) consecutive years in providing personnel on behalf of third parties (NGOs, development projects, multinational companies).
• Provide credible references, ideally with organizations operating in remote areas or with international organizations.
❖ Structural capacity and geographical coverage
• Have proven logistics and HR organization in place to ensure the effective management and monitoring of personnel in the four key regions (East, South, SouthWest, Centre).
• Be able to implement effective and appropriate tools (HRIS, reporting).
❖Robust financial capacity
• Present certified financial statements for the last three (03) years (balance sheets and income statements) attesting to a sound and sufficient financial capacity; to safely meet the payroll and social/tax obligations of a staff portfolio that may become significant depending on the operational needs of the organization.
❖ Knowledge of the conservation sector
• Demonstrate a good understanding of conservation and environmental issues in Cameroon. Previous experience working with conservation or natural resource management stakeholders.
Laboratory Technician
Qualifications
Profile:
Required Qualifications:
· Minimum a bachelor’s degree, an engineering degree or High National Diploma in one or more of the following fields: Public Health, Epidemiology, Wildlife Biology, Veterinary Science, Microbiology, Virology, Science in Medicine, Medical Technology and Ecosystem Health, or any other related specialization;
· Minimum of 02 years Laboratory experience in one or more of the following domains: people, wildlife and domestic animal health monitoring, Health Ecology, ecosystem health monitoring or related fields
· Courage working with potentially dangerous samples;
· Strong vocation interest in Public Health, Epidemiology, Ecosystem Health and Nature Conservation.
Required Skills and Competencies:
· General knowledge of human environment in Cameroon is an asset;
· Fluency in French and English,
· Willingness and ability to work in a remote area with low supervision.
· Good overview of the legal and institutional framework in diagnostic laboratory management in Cameroon;
· Computer literate, demonstrated knowledge of word processing;
· Proven skills in statistics and data analysis (Excel, other relevant softwares);
· Ability to manage databases; experience managing files on Google Drive;
· Knowledge of tropical communicable diseases of humans and animals.

The Finance and Administration Intern assist in a wide variety of accounting documents such as invoices, program billings, employee reimbursements, cash payments and receipts; assist in preparation and process documents to disburse funds, make deposits; assist in management of fixed asset and related reports and maintain records.
Major duties:
He/she will support the Finance Department, among others, for:
• Booking of transactions and work closely with the Accountant for the smooth process of disbursements to partners. He is in charge of the day-to-day bookkeeping.
• Assisting in Process payments and documents such as invoices, journal vouchers, employee reimbursements, and statements;
• Verifying employee expense claims;
• Filing physically and electronically (scan) and/or remove records and reports every month
• Assisting in the timely closing of monthly account
• Assisting in preparing cost recovery journals;
• assisting with all staff services such as travel, expense claims, document retrieval, etc.;
• Assisting in the management of fixed assets and prepare reports as described in the procedure manual under the supervision of the Accountant

Communication Assistant

· At least three years’ experience working with marketing, journalist and media networks.

Works closely with, Country communication managers, country programme managers, national monitoring and evaluation managers, as well as national biomonitoring, as well as the regional team to collect the necessary data and results to promote. External
Under the regional impact monitoring program, the position will require close collaboration with partner organizations such as WCS, ZSL, IUCN, COMIFAC/OFAC, AWF, etc. as well as national and international media.

Major Duties and Responsibilities:
· Produce a quarterly newsletter to promote programme activities and results, while supporting national programme newsletters.
· Support content creation on programme activities and results for the WWF social media channels.
· Help with reports and others communication materials layout and designing.
· Supports national communication managers to create and develop close and continuing relations with journalists, editor and other media producers to showcase the programme achievements.
