Under the supervision of the Head of CBT, the incumbent will be responsible for the tasks listed below:
1. In coordination with relevant units at CO level, support the implementation of cash & voucher interventions at the Field Office level, including the identification of major risks for the proposed intervention and mitigation actions needed; Support the drafting and update of Standard Operating Procedures related to different CBT modalities as per requirements.
2. Conduct cost efficiency and effectiveness analysis of CBT interventions, comparing costs between delivering food rations and cash/voucher equivalents and list the pros and cons between various response options to support operational decision-making.
3 . Assist with the set-up, management and maintenance of WFP’s CBT platforms, including programming and reporting of CBT utilization, reconciliation of resources and processing of implementation data. Ensure that all FO monthly CBT cycles are completed promptly.
4. Support the coordination of intra-office efforts for CBT interventions with the Programme, Logistics, Finance/Administration and ICT units.
5 . Establish contacts and liaise with other UN agencies, NGO partners, service providers (mobile phone companies, banks, other financial service providers), government departments, and other stakeholders for assessing opportunities of collaboration in CBT operations.
6.Assist the field offices in the preparation of beneficiary lists for monthly transfers and ensuring accurate and up-to-date beneficiaries’ data. Especially the early submission of PULCCA Lists and the processing of transfers in SCOPE.
7. Support to track all CBT payments,s including invoice payments and expenditures posting in WINGS.
8 . Support to maintain accurate records of cash transactions and beneficiaries’ data.
9. Support the resolution of any issues or challenges that arise during the implementation of CBT programmes and contribute to recommendations for programme improvement.
10. Ensure compliance with WFP policies, procedures, and guidelines related to cash transfers and financial management.
11. Emergency preparedness and response – Assist in planning, coordination and engagement with the government, UN and NGO partner.
12 . Diligently monitored the consumption of Cash-Based CBT resources and ensured disbursements aligned with Terms of Delivery (TOD) and Terms of Disbursement (TDD).
13 . Contribute to the preparation and successful implementation of the lean season and emergency response distributions in the Far North.
14. Implement the GFD cash distribution pilot with Ecobank and Western Union Mobile wallet.
15 . With the TEC and supply chain support, implement the SCOPE in-kind pilot.
Education: Completion of secondary School education. A post-secondary certificate in the related functional area is desirable.
Language: Fluency in both oral and written communication in French and English
Experience Required: Minimum 3-5yrs of experience in CBT Operations.

KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):
1. Support the design, implementation, monitoring and reporting on Programme – School feeding/Home grown School Feeding activities.
2. Provide technical support and assist in the development and implementation of school feeding/Home grown School Feeding activities while supporting alignment with wider programme policies and guidelines.
3. Contribute to strengthening partnerships with Development of inter-governmental partners in school feeding/Home grown School Feeding activities in line with WFP’s Strategic Objective.
4. Support with the implementation of school feeding assessment, planning, implementation, monitoring and evaluation of the Programmes in collaboration with other partners and stakeholders.
5. Participate in the development of formal arrangement with other Government
Counterparts, implementing partners and identify and propose feasible additional support activities that will boost the impact of the school feeding activities.
6. Facilitate in collaboration with the school feeding activity manager, the liaison between WFP and the Government Bodies and Partners involved in the school feeding/Home grown School Feeding activities;
7. Facilitate the coordination with FOs to ensure that the school feeding activities are performed within the established targets following the CO strategy and WFP’s policies and procedures.
8. Work and exchange with relevant units to ensure that crosscutting lenses: such as gender equality and women empowerment, protection, nutrition etc. are considered in the planning and implementation and monitoring of school feeding activities for additional benefits and impacts;
9. Assist with the development of tools and coordination of data gathering and
monitoring/evaluation systems to ensure that high quality standards are applied;
10.Support the school feeding activity manager to ensure coordination with the relevant units(Procurement, finance and supply chain, BPU) to ensure food commodities and non-food items are procured and delivered in a timely to Field Offices.
11.Support the capacity building projects of WFP staff, partners and national government to prepare to implement the school feeding activity including the Home-Grown School Feeding Programme;
12.Document the process and prepare a case study for wider dissemination. This should form part of WFP’s Cameroon School feeding experience and contribute to larger formulations within the government for providing of social safety and protection.
13.Track and assist with data analysis to provide input into reporting and knowledge management and documentation and contribute to the preparation of accurate and timely internal and external reports on Programme activities.
14.Liaise with relevant Government Ministries to support effective collaboration,
implementation, and monitoring of ongoing school feeding/Home grown School Feeding activities.
15.Ensure and/or perform accurate, timely recording of data on school feeding activities and consistency of information presented to the supervisor and the activity Manager;
16.Prepare a range of reports and data analysis (e.g. food assistance needs, programme status, performance) and highlight trends/issues ensuring deliverables adhere to corporate standards and quality control.
17.Support communication and activities with local partners, agencies, NGOs and government institutions;
18.Act as a point of contact for resolution of school feeding activities requesting assistance where necessary;
19.Perform any other related duties as may be requested by the supervisor or
management.
Qualifications & Key Requirements
Holder of a University degree in education, social sciences, economics, development, environment, business administration, humanitarian work or related disciplines;
1 to 3 years relevant work experience in Education, social protection, community development, humanitarian work and related areas;
Fluency (level C) in one official language (English or French) and working knowledge of the other Language;
Creativity and ability to anticipate deadlines, and plan tasks accordingly. Demonstrated ability to develop collaborative work teams as well as ability to work independently and show initiative.
Capacity to work under pressure and ability to provide support to various projects at the time;
Ability to implement, under guidance, food assistance programmes deploying the full range of transfer modalities with an understanding of basic principles guiding modality selection and implementation.

- Contribute to the design of automated management document models and data collection templates in easily configurable file format for the monitoring and evaluation of the endogenous school feeding programme;
- Participate in data collection and compilation and support analysis and preparation of management reports to support operational decision-making (design, editing, layout, incorporation of images, graphics and tables, etc.).
- Support in the implementation of school connect;
- Automation of the beneficiaries and contributing to improve the food availability. Through joint projects, beneficiaries will receive agricultural inputs and tools, technical support and capacity building through training sessions.
- perform statistical analysis of data from the school feeding activities, including Home-Grown school feeding program using WFP digital tools and other tools (Excel, SPSS, STATA, R, etc.).
- Participate in the recording of collected data and determine appropriate analysis methods and models to be used; present and interpret the various results.
- Support to produce dashboards on school feeding activities: distribution of various data (mode, median, mean, variance, standard deviation, etc.); Develop charts and tables that present the relationships and enrolment trends in assisted schools; attendance and completion rates for boys and girls by term and grade;
- Set up the different relational databases of the Home Grown- school feeding program:
- Design the database of beneficiary schools (location, administrative unit (region, department, district, village), school year, term, enrolment, managers, etc.);
- Design the database of food distributed to beneficiaries (beneficiary school, quantity, period, number of students covered, etc.);
- Design the educational database of the beneficiary schools (school year, term, beneficiary school, attendance rate, success rate, enrolment by gender, etc.);
- Design the sociological database of the beneficiary schools (functional school canteens, contribution of school gardens, involvement of parents, etc.);
- Design the various interfaces for interaction, exploitation and dissemination of data:
- Support to develop the mobile applications as required.
- Support to feed WFP and CG/FAO/WFP websites and other platforms with various School Feeding data (fact sheets, reports, analyses, articles, etc.).

- Ensure timely COMET updates and LESS/COMET reconciliations
